Public Hearing

1. Civilian Police Review Authority:

Subject matter of an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Police: Civilian Police Review Authority, amending Section 172.50(b) to allow the Board to appoint an acting chairperson with full authority to conduct Board Business, including the scheduling of hearing panels, in the absence of a chair appointed by the Mayor. (Benson)

Action Taken: Approved, as amended (Option "c" in staff report).

Consent Items

2. EPA Community Action for a Renewed Environment Grant:

Submit grant application to Federal Environmental Protection Agency, in conjunction with State of Minnesota, Hennepin County, and Phillips Community, to investigate and implement effective methods of air quality improvement in the Phillips Neighborhood.

Action Taken: Deleted from the Agenda.

3. 348-TOTS Pre-School Screening Program:

Authorize reprogram $34,500 in unexpended Year 34 CDBG public service funds to support early childhood pre-school screening services provided by Hennepin County through its 348-TOTS Program. (Refer to W&M/Budget)

Action Taken: Approved.

Discussion Items

4. Solar Photovoltaic Project at the Convention Center:

a. Execute grant agreement with EyeOn Energy LLC and Northern States Power to obtain $2,000,000 grant funding from the Renewable Development Fund as administered by the Public Utilities Commission.

b. Execute 20-year Power Purchase Agreement with EyeOn Energy LLC for purchase of renewable electric energy produced by EyeOn Energy LLC at the Minneapolis Convention Center. (Refer to W&M/Budget)

Action Taken: Postponed.

5. CDBG Public Service Funds:

a. Approve list of agencies and amounts recommended for funding by the Public Health Advisory Committee (PHAC) for CDBG funds for the period June 1, 2009 through
May 31, 2011.

b. Execute annual contracts with the approved list of agencies, with both years of funding contingent upon funds available from HUD and agency performance.

c. Approve additional list of agencies recommended by PHAC as approved but not funded under existing funding caps; and Authorize contract with one or more if funding becomes available. (Refer to W&M/Budget)

Action Taken: Approved revised recommendation.

6. Contract Compliance Unit:

2008 4th Quarter/Year End Report.

Action Taken: Received & Filed.

7. Civilian Police Review Authority:

Mayoral appointment of Vernon Wetternach to fill the unexpired term of
Ryan Li Dahlstrom to expire 12/31/2011.

Action Taken: Set Public Hearing for March 9th Meeting.

8. Prevention of Binge Drinking:

Recommendation by the Public Health Advisory Committee that the City form a work group from the Departments of Health & Family Support, Intergovernmental Relations, Regulatory Services, Police, and City Attorney’s Office to examine

a. Current zoning and licensing standards for liquor establishments for the impact on access for and proximity to concentrations of young adults;

b. The resources for and impact of current enforcement efforts;

c. Possible collaborative efforts between the City, neighborhood groups and schools, colleges and universities;

d. Possible legislative initiatives that would reduce binge drinking.

Action Taken 12/1/08: Postponed two cycles (January 12, 2009 Meeting).

In the interim, Chair Benson and Council Member Gordon to coordinate a meeting between the Public Health Advisory Committee and representatives of the hospitality industry, including the Minnesota Licensed Beverage Association, the Warehouse District Business Association, and other representatives of the hospitality industry, to discuss common ground issues. Health & Family Support staff requested to contact City departments to check on their availability to staff the task force, including representatives from Hennepin and Ramsey Counties.
