Department of Community Planning & Economic Development
1. Workforce Investment Act Title I Grant:
Execute agreement with Minnesota Department of Employment and Economic Development for the release of funding under Adult, Youth and Dislocated WIA and the Minnesota Youth Program for program year 2009-2010. (Refer to W&M/Budget)

2. Living Cities’ Green Jobs Initiative:
Authorize apply for grants in the range of $150,000 to $300,000 to support initiatives to strengthen the green jobs capacity of workforce partnerships and/or conduct start-up efforts to launch a green sector initiative. (Refer to W&M/Budget)

3. Older Worker Demonstration Grant:
Authorize apply for grant of up to $1,000,000 from Department of Labor, on behalf of Workforce Council and other partner agencies, to address the workforce challenges facing individuals age 55 and older by retraining and/or connecting older workers to jobs in high growth, high demand industries critical to the regional economy. Subject matter of an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Police: Civilian Police Review Authority, amending Section 172.50(b) to allow the Board to appoint an acting chairperson with full authority to conduct Board Business, including the scheduling of hearing panels, in the absence of a chair appointed by the Mayor. 7. Prevention of Binge Drinking:
Recommendation by the Public Health Advisory Committee that the City form a work group from the Departments of Health & Family Support, Intergovernmental Relations, Regulatory Services, Police, and City Attorney’s Office to examine
a. Current zoning and licensing standards for liquor establishments for the impact on access for and proximity to concentrations of young adults;
b. The resources for and impact of current enforcement efforts;
c. Possible collaborative efforts between the City, neighborhood groups and schools, colleges and universities;
d. Possible legislative initiatives that would reduce binge drinking.

Action Taken 12/1/08: Postponed two cycles (January 12, 2009 Meeting).
In the interim, Chair Benson and Council Member Gordon to coordinate a meeting between the Public Health Advisory Committee and representatives of the hospitality industry, including the Minnesota Licensed Beverage Association, the Warehouse District Business Association, and other representatives of the hospitality industry, to discuss common ground issues. Health & Family Support staff requested to contact City departments to check on their availability to staff the task force, including representatives from Hennepin and Ramsey Counties.
Action Taken: Postponed.
