Consent Items

1. Healthy Start:

Authorize hire Doriscile Everett-ONeal at Step 4 of salary schedule for Manager, Healthy Start. (Refer to W&M/Budget)

Action Taken: Approved.

2. Minneapolis Private Industry/Workforce Council:

a. Approve appointments of Susan Mackay, Candice Fieldman, Laurie Rice, Carolyn Roby, Ann Eilbracht Thompson, William McCarthy, Manuel Garcia, Joe Gaspard, and Jim Roth.

b. Waive residency requirement for Candice Fieldman, William McCarthy, and Manuel Garcia.

c. Designate Carolyn Roby as Chair, to replace David Nasby.

Action Taken: Approved.

3. Small & Underutilized Business Program:

Execute Joint Powers Agreement with Hennepin County and St. Paul to continue joint certification program for small businesses and those owned by women or minority citizens.

Action Taken: Approved.

4. National Association of County and City Health Officials:

Execute Agreement with Hennepin County for delivery of services during grant from NACCHO Advance Practice Center; and Approve appropriation of $142,358. (Refer W&M/Budget)

5. Youth Violence Prevention Grants:

Update report on funded programs.

Action Taken: Received & Filed.

6. Pandemic Flu:

Presentation on planning for City continuity of operations.

Action Taken: Received & Filed.

7. Centralized Energy Management:

a) Designate the Public Works Property Services Division, as the responsible department for Energy Management for the City’s Municipal Operations;

b) Identify general energy management responsibilities including, but not limited to, Energy Data Collection and Analysis, Energy Procurement, Energy Conservation, Renewable Energy and Alternate Fuels, Energy Budgeting and Accounting, and Utility Franchise Agreements;

c) Authorize the creation of a staff position of Energy Manager within the Public Works Property Services Division as soon as possible; and

d) Direct that the Finance Department determine appropriate funding of the Energy Management function for the 2007 Operating Budget and a long-term funding model to be included in the 2008 Operating Budget process.

8. Minneapolis Annual Sustainability Report:

9. Update from Working Group.

Action Taken: Received & Filed; Subject matter of ordinance to be introduced at the 6/30/06 Council meeting.
