1.  Earth Hour 2017 (17-00333)

Passage of Resolution supporting Earth Hour 2017 on Saturday, March 25, 8:30 p.m. to 9:30 p.m., and Audubon’s Lights Out campaign which encourages building owners to turn off their lights during spring and fall bird migration.

Action Taken:  Approved.

2.  Contracts for the provision of services for victims of domestic violence (17-00335)

Authorizing contracts with the following agencies to provide designated services for victims of domestic violence for the period of April 1, 2017, through Dec. 31, 2017, with the option to extend the contracts, on an annual basis, for up to two (2) additional years contingent upon funding and performance:

1.   Comunidades Latinas Unidas en Servico (CLUES) - $50,000.

2.   Domestic Abuse Project - $50,000.

3.   The Bridge for Youth - $50,000.  (Refer to WM)

Action Taken:  Approved and referred to WM.

3.  Contracts for the provision of services for victims of sex trafficking and commercial sexual exploitation (17-00336)

Authorizing contracts with the following agencies to provide designated services for victims of sex trafficking and commercial sexual exploitation for the period of April 1, 2017, through Dec. 31, 2017, with the option to extend the contracts, on an annual basis, for up to two (2) additional years contingent upon funding and performance:

1.   The Family Partnership - $25,000.

2.   The Link - $25,000.  (Refer to WM)

Action Taken:  Approved and referred to WM.

4.  Affiliation agreement with the University of Minnesota Medical School (17-00337)

Authorizing a five (5) year agreement with the University of Minnesota Medical School’s Academic General Pediatrics Fellowship Program to provide educational experiences for medical residents/fellows in the School Based Clinic Program.  (Refer to WM)

Action Taken:  Approved and referred to WM.

5.  Grant application to Merck Foundation for diabetes prevention (17-00338)

Authorizing the submittal of a grant application to the Merck Foundation for an amount not to exceed $1,500,000 over five years to reduce the impact of diabetes in vulnerable and underserved populations.  (Refer to WM)

Action Taken:  Approved and referred to WM.

6.  Short-term food ordinance (17-00309)

Setting a public hearing for April 17 to consider the subject matter of an ordinance amending Title 10 of the Minneapolis Code of Ordinances relating to Food Code, amending various provisions relating to short-term and seasonal short-term food permits and public market and municipal market regulations:

1.    Chapter 186 In General.

2.    Chapter 188 Administration and Licensing.

3.    Chapter 201 Public Markets.

4.    Chapter 202 Municipal Market.

7.  Public health impact of menthol tobacco: Presentation (17-00339)

Receiving and filing presentation on the public health impact of menthol tobacco.

Action Taken:  Received and filed.

8.  Environmental health assessment of establishments with adult entertainment licensure: Presentation (17-00340)

Receiving and filing presentation and report on an environmental health assessment in establishments with adult entertainment licensure that found the presence of human semen in multiple establishments licensed by the City.

Action Taken:  Received and filed.

9.  Recommendations on use of recycled tire mulch (17-00111)

1.    Passage of Resolution prohibiting the use of City funds for the installation or replacement of any facilities or amenities using waste tires and encouraging others to discontinue the use of waste tire materials as ground cover and infill in Minneapolis.

2.    Directing Finance Department staff to work with Minneapolis Public Schools and the Minneapolis Park and Recreation Board to identify the cost of the removal of waste tire mulch from existing facilities; directing Finance staff to identify possible sources of City funding that could be used to help and to bring forward a proposal to Council, consistent with City processes, for consideration no later than July 1, 2017.  The proposal should specify whether partner organizations have taken formal action to prohibit further purchase and use of waste tire products.

Action Taken:  Postponed to HECE Committee meeting of March 27, 2017.
