Discussion
Human Resources Department
1.   New Appointed Position – Deputy Director Public Works:
a)     Find that the proposed position meets the criteria in Section 20.1010, Council to Establish (Appointed) Positions;
b)     Approve the proposed position: Deputy Director Public Works; 820 points/Grade 18, the position is FLSA – Exempt;
c)     Approve an annual salary for the position in accordance with the adopted appointed employee’s compensation plan, effective February 21, 2014; and
Refer to the Ways & Means Committee.

2.   New Appointed Position – Director Assessments:
a)   Find that the proposed position meets the criteria in Section 20.1010, Council to Establish (Appointed) Positions;
b)   Approve the proposed position: Director Assessments; 650 points/Grade 14; the position is FLSA – Exempt;
c)   Approve an annual salary for the position in accordance with the adopted appointed employee’s compensation plan, effective February 21, 2014; and
Refer to the Ways & Means Committee.

Appointment of Charter Department Heads
3.   Reappointments:
Mayor Hodges’ nomination to reappoint the following Charter Department Heads for two-year terms beginning January 2, 2014, for referral to various City Council Committees to schedule a public hearing:
a)   Patrick Todd to the appointed position of City Assessor, for referral to the Ways & Means Committee.
b)   Susan Segal to the appointed position of City Attorney, for referral to the Ways & Means Committee.
c)   Velma Korbel to the appointed position of Director of Civil Rights, for referral to the Public Safety, Civil Rights & Emergency Management Committee.
d)   John Fruetel to the appointed position of Chief of Fire Department, for referral to the Public Safety, Civil Rights & Emergency Management Committee for a public hearing.
e)   Gretchen Musicant to the appointed position of Commissioner of Health/Director of Department of Health, for referral to the Health, Environment & Community Engagement Committee.
f)    Steve Kotke to the appointed position of City Engineer/Director of Public Works, for referral to the Transportation & Public Works Committee for a public hearing.

4.   Labor Negotiations:
a)   Tentative Agreement with AFSCME Council 5, Local 9 General Unit, for the period January 1, 2013 through December 31, 2013 (one-year); and January 1, 2014 through December 31, 2016 (three-year).
b)   Tentative Agreement with Minneapolis Building and Construction Trades Council, Trades Inspectors Unit, for the period January 1, 2014 through December 31, 2015 (two-year).
Staff Report:  None.
