City Clerk

 1.  Planning and Conduct of Municipal Elections by the City of Minneapolis:
      a) Receive and file the report.
Action Taken:  Received & Filed report.

      b) Refer the multi-year funding proposal covering fiscal years 2014 to 2017, as submitted by the City Clerk, to the Ways & Means/Budget Committee for its consideration.
Action Taken:  Referred the multi-year funding proposal covering fiscal years 2014 to 2017, as submitted by the City Clerk, to the 2014 budget process for consideration.

      c) Recommend the re-appropriation of 2012 year-end savings from the Office of City Clerk totaling $385,800 to the Fiscal Year 2013 budget for the Office of City Clerk - Elections & Voter Services Unit for the planned 2013 Municipal Election.
Action Taken:  Item "c" deleted.

      d) i. Direct staff to notify Hennepin County that the City of Minneapolis intends to participate in its Request for Proposals for the procurement of new voting systems and equipment.
Action Taken:  Staff directed to notify Hennepin County that the City of Minneapolis will participate in the County's procurement process for new voting systems and equipment, pending approval by staff and policy makers of the selected vendor.

          ii. Request clarification from the Secretary of State on the potential impact of State-mandated certification requirements with respect to the processing and tabulation of Ranked Choice Voting (RCV) ballots.
Action Taken:  Approved.

      e) i. Authorize the formation of a Polling Place Work Group to participate in a comprehensive evaluation of the City's polling places and the development of a Polling Place Assessment Guide.
Action Taken:  Approved.

          ii. Direct staff to return with final recommendations for the Municipal Election in May 2013, including whether or not the City should modify the number of precincts and/or polling places and other improvements that will enhance voter service.
Action Taken:  Approved.

      f)  i. Direct staff to present details and final recommendations for the planned 2013 Voter Outreach & Education Campaign in May 2013.
Action Taken:  Approved.

          ii. Direct staff to partner with appropriate language support providers to translate voting materials into alternate (non-English) languages.
Action Taken:  Approved.

Approved the following staff directions as items (f) iii and (f) iv:
iii. Direct staff to update on plan for targeting outreach resources to precincts with historically lower than average voter turnout, high percentages of communities of color, and that had a larger than average number of ballots that required normalization in 2009.  Further, to direct staff to establish a plan for engaging with outside stakeholders in targeted outreach efforts, including reviewing models of engagement utilized in the 2010 Census participation efforts.

iv. Direct staff to return to the Elections Committee with a plan for engaging qualified experts to assist with data collection and analysis, including a study and review of "voter errors" as defined in Minneapolis ordinance.

      g) Direct staff to draft appropriate amendments to Title 8.5, Chapter 167 of the Minneapolis Code of Ordinances relating to Elections:  Municipal Elections: Rules of Conduct, to be introduced by the March 29th Council Meeting.
Action Taken:  Staff directed to draft amendments to the Code; Council Member Gordon to give notice of intent to introduce the ordinance at the March 7, 2013 City Council meeting.
