1. Ordinance:

Subject matter of an ordinance amending Title 8.5 of the Minneapolis Code of Ordinances relating to Elections by adding a new Chapter 167 relating to Municipal Elections; Rules of Conduct, establishing rules for counting ranked choice voting elections. (Glidden)

Action Taken: Approved Revised Ordinance, as amended.

Staff Report: RCV DRAFT Ordinance REVISED Ordinance (as amended)

2. Request for Proposal:

Authorize issuance of Request for Proposal for equipment and services to conduct elections using Ranked Choice Voting.

Staff direction of 3/7/2008: Staff directed to prepare an RFP for the procurement of Ranked Choice Voting equipment; to include the provisions in City’s most recent standard RFP agreement. The RFP shall be submitted to the normal procurement process, including review by the Permanent Review Committee, and be framed consistent with policy directions adopted by the Council framing the IRV elections process.

Action Taken: Approved revised recommendation on the proposed timeline for the estimated demonstration period to read: To begin after selection of the finalist and end no later than January 9, 2009.
