Discussion

City Clerk’s Office

1.    Petition to amend the City Charter:  Minimum wage (16-01013)

1.    Receiving a report on whether the citizen petition proposing a charter amendment establishing a $15/hour minimum wage is an appropriate proposal for placement on the ballot under applicable law.

Action Taken: Received and filed.

2.    Approving ballot language to submit the proposal of a $15/hour minimum wage to the electorate as part of the 2016 General Election.

Action Taken: Approved.

3.    Passage of Resolution concurring in the legal findings of the City Attorney that the subject of the petition for a minimum wage is not a proper charter amendment and directing the City Clerk not to transmit the question to the County Auditor.

Action Taken: Approved.

4.    Directing the Office of City Coordinator to work with stakeholders, review policies from other cities, review and incorporate results from the forthcoming minimum wage study, and recommend a minimum wage policy to bring before the City Council Committee of the Whole by the second quarter of 2017; and to formulate a plan for engagement to bring before City Council Committee of the Whole on or before October 5, 2016.

Action Taken: Approved.

2.    Petition to amend the City Charter: Police professional liability insurance (16-00888)

1.    Receiving a report on whether the citizen petition proposing a charter amendment mandating professional liability insurance for police officers is an appropriate proposal for placement on the ballot under applicable law.

Action Taken: Received and filed. 

2.    Passage of Resolution concurring in the legal findings of the City Attorney that the subject of the petition for police professional liability insurance is not a proper charter amendment and directing the City Clerk not to transmit the question to the County Auditor.

Action Taken: Approved.

Human Resources

3.    Strategic Workforce Planning (16-00993)

1.    Receiving and filing a report on progress toward the Workforce Assessment and Diversification staff directive dated April 15, 2015.

Action Taken: Received and filed.

2.    Approving the Enterprise Workforce representation goals of hiring 41% of the City’s workforce as people of color by 2022 and 45% of the City’s workforce as women by 2022.

Action Taken: Approved.

3.    Directing the Department of Human Resources, in conjunction with Information Technology, to develop a website that will include quarterly workforce dashboards and annual enterprise equal employment opportunity plans, and to report back to the Committee of the Whole at the end of the first quarter 2017 on progress on those items.

Action Taken: Approved.
