 1.  Federal/State/Local Update:

 2.  Minneapolis Creative Vitality Index Report 2013:
      Approve updates to report.

Staff Report:  CVI RCA; CVI Report
Action Taken:  Approved.

City Clerk's Office/Neighborhood & Community Relations Department 

 3.  Boards and Commissions Diversity:
      a) Authorize new procedures for appointments to advisory boards and commissions.
Action Taken:  Approved, to include the Committee Chair and Vice Chair to be involved in the appointment process.
      b) Direct the City Clerk’s Office to draft the necessary documentation to establish uniform policy standards related to the management of appointments.
Action Taken:  City Clerk’s Office directed to draft documentation for standards for attendance, term limits and alternates policy for the General Advisory Boards and Commissions.  Further, that staff be directed to identify the general advisory committees that would be covered by said new recommendations.
      c) Direct the City Clerk’s Office and NCR Department to conduct orientation sessions for new appointees to boards and commissions and to make the necessary changes to the City’s website to improve the ability of residents to apply to boards and commissions.
Action Taken:  Approved.

Neighborhood & Community Relations Department

 4.  Telephonic Language Interpretation Services:
      Negotiate and execute contract with Certified Languages International to provide interpreting services for the 311 Call Center agents and all other City staff to process calls made by non-English speaking constituents.

Action Taken:  Approved.

 5.  Minneapolis for a Lifetime Strategic Plan:
      Update Report; and Direct staff to continue with the planning process and provide a report on progress of the Minneapolis for a Lifetime Strategic Plan by September, 2013.

Action Taken:  Approved staff direction to continue planning process.

The Reports of Committees portion of the agenda is an opportunity for Council Members to review the recommendations from each committee coming forward to the full Council meeting the following day for consideration. There are no actions taken during this portion of the meeting, and no public comment is allowed.  The agendas for each committee bringing forward a report are linked to this document electronically.


The City Council Meeting of May 10th will adjourn to a closed session to consider the matter of State by City of Minneapolis, et al. v. Metropolitan Airports Commission.
