Intergovernmental Relations Subcommittee Items

IGR Department
 1.  Federal/State/Local Update:
       Receive and file update, if any, provided by IGR staff. 
Staff Report:  None.
No Action Taken; Update Received.
 2.  Firearms/State Legislative Agenda:
      Staff direction to bring forward to Committee proposed new language relating to priority item to clarify the State v. Yang decision.

 3.  Public Safety/State Legislative Agenda:
      Approve amendment to City's 2013 Legislative Agenda to add the following support item: 
      Legislation classifying criminal intelligence data received from other states in the manner it was designated in that other state at the time of the request.

 4.  Affordable Housing and Homelessness/State Legislative Agenda:
      Approve amendments to the City's 2013 Legislative Agenda to modify the priority section with regard to housing and homelessness, as follows:
      a)  Delete "Ensure that tenants' rights are protected in such arrangement as lease-to-own contracts".
      b)  Add Legislatiion ensuring the rights of buyers of contracts for deed (lease-to-own contracts) are protected by amending state law to require thorough disclosures of the risks and complexity of the transaction, allowing for a fair period of cancelation, and increased oversight of sellers of such contracts.
      c) Add in the section on Foreclosure the following:  Banning dual tracking; Requiring a single point of contact be assigned by mortgage companies to struggling homeowners; and allowing homeowners a private right of action to sue their banks.

 5.  Local Government Finance:
      Approve amendment to the City's State Legislative Agenda by replacing the entire Local Government Finance section with new language.

Department of Neighborhood & Community Relations
 6.  Boards and Commissions:
      Report and recommendations relating to broadening diversity on boards and commissions, as follows:
      a) Continue and Enhance Outreach in the Open Appointments Process.
      b) Expand Existing City Processes to Increase the Applicant Pool.
      c) Adopt Policies Regarding Appointments.
      d) Initiate an Orientation Process for New Members.

Action Taken:  Approved.  Staff directed to review existing policies, procedures and practices with respect to the administration and operation of the City's appointed boards and commissions and to present recommendations for potential process improvements related to membership and recruitment strategies; and other administrative matters that should be considered from a policy perspective and apply generally to all of the City's appointed boards and commissions.  Staff to report back with recommendations to the Committee of the Whole in April 2013. 

 7.  2013 Neighborhood USA Conference:
      Amend Partnership Agreement with Citizens for a Loring Park Community and the Minneapolis Park & Recreation Board as follows:
      a) Add Nexus Community Partners as a conference partner; and
      b) Indicate that Citizens for a Loring Park Community will serve as the host neighborhood and that Nexus Community Partners will be the managing partner for the conference.

The Reports of Committees portion of the agenda is an opportunity for Council Members to review the recommendations from each committee coming forward to the full Council meeting the following day for consideration. There are no actions taken during this portion of the meeting, and no public comment is allowed.  The agendas for each committee bringing forward a report are linked to this document electronically.


The February 8, 2013 City Council Meeting will adjourn to a closed session to consider the matter of McLaurin v. City of Minneapolis.
