1.  Federal/State/Local Update:
     Receive and file update, if any, provided by IGR staff.

      Action Taken:  Verbal update received.

Discussion Items

2.   Southwest Light Rail Transit:
      Consider resolution supporting the Metropolitan Council's 2012 Bonding Request for Southwest Light Rail Transit.

      Staff Report:  RESL-SW LRT
      Action Taken:  Approved.

Neighborhood and Community Relations Department

3.   Heading Home Hennepin:
      a) Receive and file 5 year update on the plan;
      b) Authorize agreement for the Family Housing Fund to serve as fiscal agent for Project Homeless Connect.

      Staff Report:  RCA-Update, PPT-Update, RCA-Fiscal Agent
       Action Taken:  a) Received and filed report, b) Approved.

4.  Community Connections Conference:
      a) Receive and file report on the conference;
      b) Approve acceptance of in-kind donations and financial contributions from conference sponsors.

      Staff Report: RCA-Conference Rpt, CC Conference Rpt, PPT-CC Conference
       Action Taken:  a) Received and filed report, b) Approved.

5.  Revised CPP Guidelines:
     a) Consider revised Community Participation Program Guidelines and Funding Allocation Formula;
     b) Approve up to $5.7 million for next cycle of CPP neighborhood funding allocations for the period July, 2012 through December, 2013; and
     c) Authorize staff to enter into any necessary contracts consistent with approved guidelines.

     Staff Report: RCA-Rev CPP Guidelines, Draft Revised Guidelines, 2012-13 Draft Allocations, Neighborhood Boundary Map, PPT-CPP Guidelines 
      Action Taken:  a) Approved with staff direction to return to COW with options to have the formula reflect additional funds for neighborhoods that lost dollars in the budget action from December 2010, b) Approved, c) Approved.

Reports of Committees

The Reports of Committees portion of the agenda is an opportunity for Council members to review the recommendations from each committee coming forward to the full Council meeting the following day for consideration. There are no actions taken during this portion of the meeting, and no public comment is allowed.  The agendas for each committee bringing forward a report are linked to this document electronically.
