14. 2014 Metropolitan Council Livable Communities Demonstration Account (LCDA) and Livable Communities Demonstration Account - Transit Oriented Development (LCDA-TOD) Pre-Development Grant Awards (15-00198):
Accepting and appropriating Metropolitan Council LCDA grants of $1,250,000 for the MoZaic East project and $500,000 for the Broadway Flats project, and a Metropolitan Council LCDA-TOD Pre-Development Grant of $100,000 for the Glendale Redevelopment project and authorizing necessary agreements with the Metropolitan Council, Ackerberg Group, Rose Development, and Minneapolis Public Housing Authority; and
Passage of Resolution appropriating funds. (9 votes)

HE&CE agenda of 2/23/2015
1.   Homegrown Minneapolis Food Council (15-00211):
Passage of Resolution amending the membership of the Homegrown Minneapolis Food Council to add one staff member each from the Minneapolis Park & Recreation Board (MPRB) and the Minneapolis Public Schools (MPS) and two additional community members, appointed by the MPRB and MPS.
Action Taken: Adopted.

2.   Maternal and Child Home Visiting Services (15-00209):
a)   Authorizing contract with the Minnesota Department of Health to receive $180,000 for home visiting services for women and young children; and

1.   2015 Legislative Policies – Seed Libraries (15-00206):
Approving an amendment to the Environmental and Resource Protection Policies section by adding language regarding seed libraries.

2.   2015 Legislative Policies – Investigation of an Officer-Involved Death (15-00208):
Approving an amendment to the Public Safety Policies and Coordination Efforts section by adding language regarding investigation of an officer-involved death.

T&PW agenda of 2/17/2015
1.   31st St E Street Resurfacing Project (15-00184):
a)   Passage of Resolution designating the location and improvements proposed to be made in the project; and
b)   Receiving the cost estimate; directing preparation of proposed special assessments; and setting a public hearing for April 21, 2015. (9 votes)

2.   Hennepin/Lyndale Corridor Street Reconstruction Project & Design Contract Amendment (15-00183):
a)   Passage of Resolution designating the location and improvements proposed to be made in the project;
b)   Receiving the cost estimate; directing preparation of proposed special assessments; and setting a public hearing for June 9, 2015; and
c)   Authorizing increase of $240,450 to the Engineering Services Agreement with Kimley Horn and Associates, Inc. for preliminary and final design of the Corridor. (9 votes)

3.   Penn, Penn E & McKinley Areas, Girard & Humboldt Aves N Street Resurfacing Project (15-00181):
a)   Passage of Resolution ordering the work to proceed and adopting special assessments for the project; and
b)   Passage of Resolution requesting the Board of Estimate and Taxation to authorize the City’s issuance and sale of assessment bonds for the project. (9 votes)
Action Taken: Adopted.
4.   Sale of City-Owned Land to the Minnesota Sports Facilities Authority (15-00069):
Authorizing the proper City officers to conduct a real estate closing and execute a Quit Claim Deed to the Minnesota Sports Facilities Authority for the sale of two segments of public right-of-way along 4th and 5th St S for the current market value of $1,572,000. (9 votes)
Action Taken: Adopted.
5.   MPCA Grant for Commercial Waste Evaluation:(15-00182):
a)   Authorizing execution of a grant agreement with the Minnesota Pollution Control Agency (MPCA) for an Environmental Assistance Grant in the amount of $26,567 to evaluate approaches to increase the diversion of commercial, industrial, and multifamily waste; and
b)   Passage of Resolution increasing the appropriation in the Solid Waste & Recycling Enterprise Fund by $26,567. (9 votes)
Action Taken: Adopted.
6.   35W South Storm Tunnel Rehabilitation Cooperative Construction Agreement (15-00185):
Authorizing execution of a Cooperative Construction Agreement with the Minnesota Department of Transportation for cost participation in the I-35W South Storm Tunnel Rehabilitation Project.
Action Taken: Adopted.
7.   Bid (15-00186):
OP 8039, Accepting low bid of Hydromax USA, LLC for closed circuit inspection of the City’s sanitary sewer system.
Action Taken: Adopted.

W&M agenda of 2/23/2015
1.   Legal Settlements (15-00212)
Passage of Resolution authorizing the legal settlement of Rose Engstrom ($5,500).
Action Taken: Adopted.
2.   Legal Services Agreement and Waiver of Conflicts of Interest (15-00213)
Authorizing proper City officials to enter into a Master Agreement for legal services with Fredrikson & Byron, P.A. in an amount not to exceed $300,000, and that the City waive any conflict of interest arising out of the firm’s representation of the City in certain land use matters at Nicollet Avenue and Lake Street.
Action Taken: Adopted.
3.   Supreme Court Amicus Brief (15-00214)
Authorizing the Mayor and Police Chief to sign on to Supreme Court amicus brief in favor of petitioners re: the James Obergefell, et al., Petitioners v Richard Hodges, Director, Ohio Department of Health, et al., matter pending before the United States Supreme Court.
Action Taken: Adopted.
4.  Minneapolis Board of Appeal and Equalization (15-00215)
a)    Passage of Resolution establishing the 2015 Board of Appeal and Equalization; and
b)    Appointing Tad Marinac, Sandy Loescher, and Earl Netwal to the Minneapolis Board of Appeal and Equalization for terms to run April 27-May 1, 2015.
Action Taken: Adopted.
5.  Statement of Economic Interest (SEI) (15-00216)
Approving list of City positions subject to SEI filing requirements.
Action Taken: Adopted.
6.   Convention Center and Target Center Consulting Pool (15-00217)
Authorizing appropriate city staff to issue a Request for Proposal (RFP) for the Convention Center and Target Center Consulting Pool. Contracts with firms would be active for three years, January 2016-December 2018.
Action Taken: Adopted.
7.   Fridley Water Softening Plant Facility Assessment (15-00218)
Amending contract C-36626 with Miller Dunwiddie Architecture, increasing it by $16,000, for a revised contract amount of $82,885 to identify code issues (including ADA), deferred maintenance, and systems and building deficiencies in order to bring the facility to current standards.
Action Taken: Adopted.
8.   Medical Review Bill Services (15-00219)
Amending contract C-27300 with Alpha Review Corporation by extending administration fees for medical review billing services to April 1, 2015, with the same fee structure and scope of services.
Action Taken: Adopted.
9.   Workers’ Comp and Employment Services Medical Billing Services (15-00220)
Authorizing to negotiate and entering into a contract with Alpha Review Corporation for the provision of Workers’ Compensation (WC) and Employment Services (ES) Medical Billing Services.
Action Taken: Adopted.
10. Traffic Sign Management System (15-00221)
Extending contract C-35649 with Cartegraph Systems, Inc., for three additional years, through May 31, 2018, for the support and maintenance of the traffic sign management system; and Increasing contract amount by $48,000 for a new total of $133,000.
Action Taken: Adopted.
11. Minneapolis Police Department (MPD) Citation System (15-00222)
Amending contract C-23403 with Advanced Public Safety to allow the license transfers of 50 handheld citation writers to desktop devices.
Action Taken: Adopted.
12. 2015 National Forensic Sciences Improvement Program (15-00223)
a)    Executing a contract for the 2015 National Forensic Sciences Improvement program;
b)    Accepting grant funds from the Minnesota Department of Public Safety-Office of Justice Programs in the amount of $16,535; and
c)    Passage of Resolution appropriating funds. (9 votes) 
Action Taken: Adopted.

1.   Minneapolis Board of Adjustment Appointments (15-00154)
Confirming Council appointments of the following persons to the Minneapolis Board of Adjustment (BOA) for three-year terms running February 27, 2015 through December 31, 2017:
a)    Anja Drescher appointment, Ward 2
b)    Matt Perry re-appointment, Ward 13
c)    Jacob Saufley re-appointment, Ward 10.

2.   Street Vacations (Vac-1619 and Vac-1622) (15-00201)
Passage of Resolutions approving applications submitted by Steve Maki, Minnesota Sports Facilities Authority, to vacate the following portions of 4th St S and 5th St S as they relate to the construction of the new stadium located at 401 Chicago Ave:
a)   Vac-1619, vacating the portion of 5th St S lying northeasterly of 6th St S and lying between Chicago Ave and 11th Ave S, subject to the retention of easements by CenterPoint Energy, MCI Communications Services Inc., Comcast, County of Hennepin, Xcel Energy, and CenturyLink.
b)   Vac-1622, vacating portions of 4th St S adjoining the East side of the Metrodome parcel, subject to the retention of easements by MCI Communications Services Inc.

3.   Bonicelli, 1901 Fillmore St NE (15-00202)
Passage of Ordinance approving application submitted by Laura Bonicelli for a rezoning from the R2B to the C1 zoning district for the property located at 1901 Fillmore St NE, to allow for the opening of a restaurant on the ground floor of a mixed-use building.
 
Action Taken: Adopted.
4.   Carma Coffee Shop & Offices, 514 Lowry Ave NE (15-00203)
Passage of Ordinance approving application submitted by Liz Jaap for a rezoning from the R2B to the C1 zoning district for the property located at 514 Lowry Ave NE, to allow for the opening of a coffee shop and office space in an existing building.
 
Action Taken: Adopted.
5.   Downtown East Commons/Urban Park Project, 415 5th St S and 500 5th St S (15-00204)
Denying petition filed by Jerald Bahls requesting preparation of an Environmental Assessment Worksheet (EAW) for the Downtown East Commons/Urban Park Project on the properties located at 415 5th St S and 500 5th St S, and adopting the proposed Findings of Fact and Record of Decision.
 
Action Taken: Adopted.
6.   L&H Station Project, 2225 E Lake St (15-00205)
Approving staff recommendation that the Environmental Assessment Worksheet (EAW) and Findings of Fact prepared for the L&H Station located at 2225 E Lake St are adequate, and that preparation of an Environmental Impact Statement (EIS) is not required.
 
Action Taken: Adopted.

1.   Ordinance Introduction (15-00180):
Pursuant to notice, motion by B. Johnson to introduce the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing:  Maintenance Code, for first reading and referral to the Community Development & Regulatory Services Committee (amending provisions related to license fees for tiered rental licenses and condominiums).
Action Taken:  The ordinance was introduced, given its first reading, and referred to the Community Development & Regulatory Services Committee.
