 2.  Plain Language Charter Revision:
      a) Motion by Glidden to find under Council Rule 4 that the regular Council cycle is not adequate, and to consider the action of the Committee of the Whole from August 15, 2013 regarding this item at this meeting.
      b) Adopt ballot language.
      c) Approve submission of the proposals to amend the Minneapolis City Charter to the qualified voters of the City for adoption or rejection at the 2013 Minneapolis Municipal Election to be held November 5, 2013.
      d) Authorize the City Clerk to provide notice of such submission in a newspaper of general circulation in the City of Minneapolis and the City's official newspaper.

T&PW agenda of  8/6/2013

 1.  Parking Meters:
      Passage of Ordinance amending Title 18, Chapter 478 of Code relating to Traffic Code: Parking, Stopping and Standing, modifying or deleting outdated language pertaining to the parking meter system.
Action Taken:  Adopted.

  2.  Snow Storage Agreement:
      Authorize execution of a "Permission to Use Metro Transit Property" Letter Agreement with Metro Transit to allow for the City's use of property located at 834 N 7th St for snow storage.
Action Taken:  Adopted.

 3.  U of M Collaborative Research Project Agreement:
      Authorize an agreement with the University of Minnesota Board of Regents to conduct research, perform testing and analysis, and make recommendations for water distribution system improvements to maintain water quality from plant to tap.
Action Taken:  Adopted.

 4.  Nicollet-Central Transit Alternatives Analysis Study:
      Authorize an amendment to the existing contract with URS Corporation in order to complete the National Environmental Policy Act (NEPA) process.
Action Taken:  Adopted.

 5.  2013 Alley Resurfacing Program:
      Passage of four (4) Resolutions:
      a)  Amending the 2013 Alley Resurfacing Program by deleting the resurfacing of the alley between Buchanan and Lincoln St NE, from 29th to 30th Ave NE;
      b)  Cancelling the special assessments for said alley and reducing the total special assessments for the program;
      c)  Rescinding Resolution 2013R-258 requesting the Board of Estimate and Taxation to issue assessment bonds in the amount of $90,770; and
      d)  Requesting the Board of Estimate and Taxation to issue assessment bonds in the amount of $81,875. (9 votes) 
Action Taken:  Adopted.

 6.  Hiawatha Pedestrian and Bike Improvements:
      Passage of Resolution authorizing execution of a Cost Sharing Agreement with Hennepin County to provide for payment of the City’s share of costs for pedestrian and bike improvements at six intersections on Hiawatha Ave.
Action Taken:  Adopted.

 7.  Consulting Pool RFP:
      Authorize issuance of an RFP to solicit proposals for the 2014 - 2017 Public Works Engineering Consulting Pool.
Action Taken:  Adopted.

 8.  Northside Greenway:
      a) Authorize execution of a contract with Blue Cross Blue Shield to accept up to $405,000 over three years for the Minneapolis Northside Greenway Planning and Community Engagement Project, at $135,000 per year with the second and third years contingent upon funding and performance; and
      b) Passage of Resolution increasing the appropriation and revenue for the project by $67,500. (9 votes)

 9.  Car Sharing Pilot Program:
      Sent forward without recommendation:
      a)  Authorize execution of a two-year agreement with Car2Go N.A., LLC for a city-wide car sharing pilot program, pending passage of any ordinance amendments required to carry out the terms of the contract; and
      b)  Accept the City Engineer’s recommendation to allow certain parking in established Critical Parking Areas as outlined in the contract, and authorize the same as a special term under M.C.O. 478.710.

10.  Bid:
       OP 7836, Accept low bid of Thomas and Sons Construction Inc. to complete the Cedar and Washington Construction Project.
Action Taken:  Adopted.

Special T&PW agenda of  8/14/2013

11.  Minnesota Multi-Purpose Stadium Project FEIS Comments:
       Approve the comments on the Final Environmental Impact Statement (FEIS) for the Minnesota Multi-Purpose Stadium Project, and direct the Public Works Department to submit the comments to the Minnesota Sports Facilities Authority (MSFA).
       Early signature by Mayor requested.
Action Taken:  Adopted.

Ways & Means/Budget

W&M/Budget agenda of  8/13/2013

 1.  Elections Equipment Lease Agreement:
      Authorize to execute agreement to lease election voting equipment with Hennepin County through August 31, 2014, for a total of $26,957.
Action Taken:  Adopted.

 2.  Recycle Half Campaign Utility Billing Insert:
      Approve utility billing insert for the Recycle Half Campaign on behalf of Hennepin County Environmental Services.
Action Taken:  Adopted.

 3.  Traffic Management Center Standby Generator Project:
      Authorize amendment to contract with Mayer Electric Corporation for the Traffic Management Center Standby Generator Project, increasing $7,975 for a total of $104,305.
Action Taken:  Adopted.

 4.  Dental Claims Provider:
      Authorize to execute contract with Delta Dental as the City's selected provider for a period of five years effective January 1, 2014.
Action Taken:  Adopted.

 5.  Document Scanning Services:
     Authorize to execute two-year contract with Smart Data Solutions for document scanning and professional services for a not-to-exceed amount of $90,000; with a one-year option to extend the contract through August 2016 and increase the amount by $45,000.
Action Taken:  Adopted.

 6. Utility Billing Interactive Voice Response (IVR) System:
     a) Extend contract with DiRAD Technologies Inc., (C-28173) for three years for the Utility Billing Interactive Voice Response (IVR) System; and
     b) Increase the contract by $125,000 for a new not-to-exceed amount of $380,000.
Action Taken:  Adopted.

 7. Fall 2013 Technology Conferences Donations:
     Passage of Resolutions (2) accepting gifts covering conference and travel expenses for fall 2013 technology conferences. (9 votes)
Action Taken:  Adopted.

 8. Outsourced Advisory Services:
     Authorize to execute contract with Pillsbury Winthrop Shaw Pittman LLP for outsourcing advisory services  for a not-to-exceed amount of $1,155,000.

Z&P agenda of 8/8/2013

 1. Longfellow Market, 3801, 3803, 3805, 3815 East Lake Street and 3013 38th Ave S:
     a) Passage of Ordinance amending the Zoning Code to rezone 3801 and 3803 East Lake Street from the C1 Neighborhood Commercial District to the C2 Neighborhood Corridor Commercial District to allow for the unification of the underlying zoning for the properties located at 3801, 3803, 3805, and 3815 East Lake Street and 3013 38th Avenue South;
     b) Passage of Ordinance amending the Zoning Code to add the TP Transitional Parking Overlay District to the property located at 3013 38th Avenue South, while maintaining the underlying R1A Single-family District; and
     c) Passage of Resolution vacating the alley for the property located at 3801, 3803, 3805, and 3815 East Lake Street and 3013 38th Avenue South, subject to conditions.
