Present:  Council President Johnson, Vice President Lilligren, Majority Leader Schiff, Minority Leader Gordon, Council Members Reich, Hofstede, Goodman, Glidden, Tuthill, Quincy, Colvin Roy and Hodges
Absent:  Council Member Samuels
(Majority vote of all members, 7; 2/3 vote of all members, 9)

1.   Roll Call. 12-0.

2.   Adoption of the agenda.
      Action Taken: Adopted.

3.   Explanation of the purpose of the public hearing:

4.   Motion to suspend Council Rule 14 (b) to allow members of the public to address the Council.
      Action Taken:  Approved.

5.   Public Testimony.
       Action Taken: Testimony received.


The meeting will recess to allow the Board of Estimate & Taxation to meet.



Ways & Means/Budget

1.   2012 Tax Levy:
      Passage of Resolutions approving the 2012 property tax levy, payable in 2013.
      Action Taken:  Approved

2.   2013 General Appropriation Resolution:
      Passage of Resolution fixing the maximum amounts to be expended by the various City departments for 2013 for funds under the jurisdiction of the City Council and for which the City Council levies taxes and fees.
      Action Taken:  Approved, as amended

3.   2013-2017 Five-Year Capital Programs:
      Passage of Resolution adopting the 2013-2017 Capital Programs.
      Action Taken:  Approved

4.   2013 Capital Improvement Bonds:
      Passage of Resolutions requesting the Board of Estimate and Taxation to issue and sell City of Minneapolis bonds for various amounts for the 2013 Capital Improvement Program.  (9 votes)
      Action Taken:  Approved

5.   Utility Rates:
      Passage of Resolution designating rates for water, sewer, solid waste and recycling services, effective January 1, 2013.
      Action Taken:  Approved

   Reports and accompanying resolutions from the Ways & Means/Budget Committee
