Approval February 25, 2013 MCCR minutes; moved as amended by Froehle, approved by consensus; Peters, Fukuda, Unni, Noble, Strauss abstain.


Approval of March 18, 2013 MCCR Meeting Agenda moved by Froehle, approved by consensus.


Assistant Director (AD) Toni Newborn provides power point presentation to the Commission describing work of the department, case file investigations, and the procedure for appeal which prompts review of the case and staff determination by the Appeals Committee (3 commissioners, minimum one commissioner attorney) of the Minneapolis Commission on Civil Rights.  After questions and discussion, AD Newborn gives the Commissioner’s Update Brief (CUB); as of March 18, 2013, there were 105 case files pending resolution with the department and a total of 12 cases that have been submitted for the Department’s 2013 EEOC (Equal Employment Opportunity Commission) contract.  There are 12 current cases under review by the Commission: 1 Probable Cause (PC), 4 No Probable Cause (NPC), and 7 Dismissals. 


Committee chairs provide updates to the full commission:

Contract Compliance: Chair Cecilia Rodriguez-Melendez, meets 3rd Monday of month at 5:30 pm in City Hall prior to the Full Commission meeting: will work with AD McHugh to set 2013 priorities.

Standards and Procedures: Chair Danielle Shelton Walczak, meets 2nd Monday of month at 5:30 pm in City Hall after the Executive Committee: next meeting is on April 8, 2013.

Public Relations and Education: Co-Chairs, Bernadette Casey and Marla Khan, meets 3rd Monday of month at 5:30 pm in City Hall prior to the Full Commission meeting: will meet at Mapps Coffee at 9:00 am on Sunday, March 24, one hour prior to the 10 am appearance on KFAI Radio speaking to the topic of Women’s Voices in Civil Rights in the City.

The MCCR Executive Committee meets at 5:00 pm the second Monday of each month and is comprised of MCCR Officers and Committee Chairs: next meeting is on April 8, 2013.


League of MN Human Rights Commissions: Patricia Nelson is District Director of MLHRC and she is seeking nominations for Director at Large from MPLS and Commissioner Fukuda expresses interest.  Presentation of the State Winners of the MLK Essay Awards is scheduled for April 27, 2013, 1:00 to 3:00 pm at Roseville City Hall.  The League has a new website which can be found at www.LeagueofMNHumanRights.org


Moved Nichols, second Harralson, the MCCR recommends Commissioner Fukuda to be appointed to a one year appointment as a Director At-Large for the MLHRC; approved unanimously.


Chairs report: Froehle says that she will forego a full report in lieu of providing handouts and an effort to stay on the scheduled timeline to adjourn the full MCCR early and follow with a strategic planning session until approximately 8:00 pm.  Commissioners are reminded to complete the required City of Minneapolis online Ethics training course and given Confidentiality & Ethical Behavior Agreement and Tennessen Warning forms to review and authorize.


Commissioners assigned to the Appeals Committee are: APRIL: Gallagher, Santiago, Casey and Robinson as alternate; MAY: Gallagher, Santiago, Nichols and Robinson as alternate.

Commissioners are invited to socialize and share potluck food items for 10 minutes prior to reconvening for the strategic planning session.
