Approval October 15, 2012 MCCR minutes; Moved by Froehle, Unni, Shelton Walczak abstains, approved by consensus.


Approval of November 19, 2012 MCCR Meeting Agenda moved by Froehle, approved by consensus.


Interim Assistant Director Toni Newborn provides the Commissioner’s Update Brief (CUB).  As of November 19, 2012, there were 108 case files pending resolution with the department.  There are 9 current cases under review by the Commission: 1 Probable Cause (PC); 3 No Probable Cause (NPC) and 5 Dismissals.  Interim Assistant Director Newborn indicates that the department EEOC contract goals for 2013 have not yet been received, but she believes it will be around 100.


Commission on Civil Rights Committee Reports:

Contract Compliance – Did not meet, the committee will reconvene in 2013 to elect a new chair and conduct other business of the committee.


Standards and Procedures: Commissioner Gallagher reports that S&P did not meet in November but will meet again on December 10 at 5:30 pm.


Public Relations and Education: Commissioner Khan announces that PR&E will meet at GiGi (36th and Bryant) to make second round review of MLK Essays and select finalists for the Award(s).  Pat Nelson recuses herself from participation because she is Chair of the State (Human Right) Essay Committee.  The MLK Essay and Dream 50 Awards are currently scheduled to be presented by the Mayor and City Council on February 08, 2013.


MN League of Human Rights Commissions: Commissioner Nelson reports that the MNLHRC has postponed their annual meeting, originally scheduled for December at the Red Cross Building in Minneapolis, to February 2013.


Appointments and re-appointments to the Commission on Civil Rights are scheduled public hearing with the City Council on January 09, 2013.  As of 11-19-12 there were three re-appointments and 5 new appointments under consideration.


Commission Chair report: Froehle affirms that the schedule for the Appeals Committee for December is Froehle, Larsen and Noble, with Oberreuter as alternate.  Chair Froehle indicates that the 2013 MCCR calendar will be reviewed for potential conflicts holidays and significant observances.  The Executive Committee will meet on December 10, 2012, and January 14, 2013.  The Full Commission will meet on December 17, 2012, and January 28, 2013.


Commissioner Larsen inquires about and volunteers to follow up on a joint meeting of the St. Paul and Minneapolis Commissions on Civil Rights.
