Commission Meeting MINUTES of Monday, October 15, 2012

Approval September 24, 2012 MCCR minutes as amended; Moved by Froehle, Thompson abstains, approved by consensus.

 

Approval of October 2012 MCCR Meeting Agenda with addition of Voter ID discussion moved by Froehle, Thompson abstains, approved by consensus.

 

Interim Assistant Director Toni Newborn provides the Commissioner’s Update Brief (CUB).  As of October 15, 2012, there were 61 case files pending resolution with the department.  There are seven (7) current cases under review by the Commission: one (1) Probable Cause (PC); one (1) No Probable Cause (NPC) and five (5) Dismissals.  Staff Newborn indicates that the department EEOC contract goals for 2012 have been fulfilled.

 

Staff Newborn shares that the Civil Rights Department of the City of Minneapolis had been contacted by the National “I Have a Dream Speech” organization regarding the national “I Have a Dream/Dream 50” Art Essay Competition which originated in Atlanta.  The Department will be responsible for coordinating City of Minneapolis participation, and Commissioners will be emailed essay materials and are invited to disseminate them.

 

Commission on Civil Rights Committee Reports:

Contract Compliance – Did not meet, the committee will need to reconvene to elect a new chair and conduct other business of the committee.

 

Standards and Procedures: Commissioner Gallagher reports that S&P intends to review the internal operating procedures of the Commission.  Assistant City Attorney offers that Chapter 141.30 Organizational and Operating Procedures would require a vote of the quorum at a full commission meeting to approve a change(s) to the operating procedures.

 

Moved Froehle, second Gallagher, and approved; postpone internal operating rules that require the commission to hold a January 2013 Retreat to elect Executive Officers and confirm Committee Chairs and members.

 

Public Relations and Education: Commissioner Casey circulates a sign up list for Commissioners to select additional schools to visit and provide packets for the MLK Essay Award.  Commissioner Casey reminds the commission that the Domestic Abuse Project luncheon coordinated by Commissioner Khan will be tomorrow, October 16th.

 

MN League of Human Rights Commissions: Commissioner Nelson reports that the MNLHRC will meet on Saturday, 12-01-12 for their annual meeting at the Red Cross Building in Minneapolis.  The MNLHRC will meet for their monthly meeting on Saturday, 10-27-12 from 12-3 pm in the MLK Conference room in MPLS City Hall. 

 

Commissioner Larsen provides a verbal report on his fellowship in Norway.

 

Applications and re-appointment applications for the Commission are due to the City Clerk’s office by October 26, 2012.

 

Commissioner Larsen initiates a discussion on the proposed MN Constitutional Amendment to require an approved form of ID to vote in the state of Minnesota.

 

Moved Adler Robinson, second Fukuda; suspend discussion on the MCCR interest to pass a resolution on the proposed Voter ID Constitutional Amendment.  Motion failed on a 6 – Yes to 7 – No Vote.

 

Moved Gallagher, second Rodriguez-Melendez; The Minneapolis Commission on Civil Rights opposes the proposal to amend the Minnesota Constitution to require Voter ID.  Motion Approved on a 9 – Yes to 1 – No Vote with 3 – Abstentions.

 

Commission Chair report: Froehle affirms that the schedule for the Appeals Committee for November is Froehle, Larsen and Noble.  Froehle says that the Executive Committee will not meet on 11-12-12 due to Veteran’s Day and that an alternative meeting time will be determined.  Commissioner Froehle also indicates that the 2013 MCCR calendar will be reviewed for potential conflicts holidays and significant observances.
