4. Instant RunOff Voting:
a) Consider proposed amendment to the proposed ordinance amending Chapter 2 of the Minneapolis City Charter relating to Officers--Elections, eliminating primary elections for City offices, amending filing dates, and allowing for Single Transferable Vote, sometimes known as Ranked Choice Voting or Instant Runoff Voting, amending Charter Section 16 regarding Vacancy in Office of Mayor or Council Members--How Filled, correcting the term "general" election which was used in the original introduction to refer to "special" election; and
b) Consider proposed amendment to the proposed ordinance amending Chapter 2 of the Minneapolis City Charter relating to Officers--Elections, eliminating primary elections for City offices, amending filing dates, and allowing for Single Transferable Vote, sometimes known as Ranked Choice Voting or Instant Runoff Voting, amending Charter Section 15 regarding General Laws to Govern Elections--Exceptions, by adding the language "Notwithstanding the other provisions of this chapter relating to Instant Runoff Voting" at the beginning of that paragraph.
Action Taken: Rejected on an 8-7 vote; further recommending to the City Council that they use their best efforts to clarify to the voters of Minneapolis the different voting systems that would be used in single-office versus multiple-office elections, including consideration of using separate ballot questions for each system of voting.
