8.   Tree Servicing Ordinance Amendment
Consider ordinance amending Title 13, Chapter 347 of the Minneapolis Code of Ordinances related to Licenses and Business Regulations: Tree Servicing, amending requirements for International Society of Arboriculture certification (By Frey).

Grant licenses recommended for approval (see separate Licenses Agenda-not available in electronic format). 
New liquor, wine & beer establishment owners, licenses, permanent expansions, upgrades and added conditions to existing licenses detailed as follows: Copper Pot Indian Grill, 10 S5th St (New Owner), Infinity Smokes, 814 Hennepin Ave (License Settlement Conference), Sally’s Saloon & Eatery, 700 Washington Ave SE (New Business).

10. Home Improvement Programs Lending Services:
Authorize a contract with Greater Metropolitan Housing Corporation to provide lending services for Senior Citizen Housing Initiative ($810,000) and Owner Occupied Rehab ($305,000); Authorize City staff to sign the necessary contracts associated with these two initiatives (No action taken 9/9/2014; Postponed 9/17/2014).

11. Lake St and Nicollet Ave Property:
Authorize an agreement allowing the City to perform due diligence work on private property at Lake and Nicollet.

12. Classification of Tax-forfeited Land:
Approve resolutions a) Requesting actions with respect to the conveyance of certain tax-forfeited land in the City & authorizing the Mayor and the City Clerk to sign an application for title registration; b) Approving classification of certain tax-forfeited land in the City as non-conservation & the conveyance thereof.

13. Greenheck/Unison Expansion (60 28th Ave N):
Approve resolution supporting the Job Creation Fund Application to the State Department of Employment and Economic Development (DEED) for the Greenheck Fan Corporation (Unison Comfort Technologies expansion), in the amount of $627,000.

14. Courtesy Benches Ordinance Amendment:
Agenda Item Description
Subject matter of an ordinance amending Title 13, Chapter 283 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Courtesy Benches, amending regulations on the number and implementation of courtesy benches (by A. Johnson and Frey).
Requested Action/Action Taken: Refer to staff.
15. Mercado Central Loan Deferral: 
Authorize the deferral of monthly loan payments on the City’s CEDF/CDBG loan to Mercado Central, LLC for two years, from August 1, 2014 through July 1, 2016, and direct staff to execute amendments to the appropriate loan documents; and direct staff to closely monitor the financial performance of the market and determine whether critical milestones are achieved during the deferral period.

16. Rental Dwelling License (3016 Colfax Ave S - Owner Peter Leugers):
Recommendation to revoke (Action Taken 9/9/2014: Quasi-Judicial Hearing postponed to 10/7/2014).
17. Upper Harbor Terminal Site:
Authorize City officers to enter into an interim Lease Agreement and other related documents with Building Materials Corporation of America (GAF) (Action Taken 9/9/2014: Postponed to 10/7/2014).
