1.   2014 Consolidated Plan:
Receive comments on the proposed 2014 Consolidated Plan, which is the City’s application to U.S. Department of Housing and Urban Development (HUD) for 2014 Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This Consolidated Plan also updates the 2010-2014 Five-Year Strategy:
a) Approve Plan budget as amended to reflect the 2014 HUD appropriation which was announced by HUD on March 18, 2014;
b) Authorize submittal of Plan to HUD on May 15, 2014;
c) Receive & file comments and direct staff to record comments in the 2014 Consolidated Plan (Also in W&M).

Department of Community Planning & Economic Development (CPED)
2.   Land Sale (Hollywood Theatre Redevelopment Project, 2815 & 2519 Johnson St NE):
a) Consider sale of properties for $1 to Out of the Past Redevelopment, LLC, an entity controlled by Andrew Volna;
b) Authorize a Redevelopment Contract and related documents.

3.   Land Sale (3217 29th Ave S):
Approve the sale of property to Michlitsch Builders, Inc. for $31,000, subject to conditions: a) land sale closing must occur on or before 90 days from the date of City Council approval; b) payment of holding costs of $300.00 per month if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

Consider ordinances amending Title 13 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations, providing for recognition and regulation of Transportation Network Companies (by Frey):

Adding a new Chapter 343 relating to Transportation Network Companies.

14. 2014 HUD Housing Opportunities for Persons with AIDS (HOPWA) Grant Applications:
Approve funding from the City’s HOPWA grant to Metropolitan Council Housing & Redevelopment Authority, not to exceed $510,000, & Minnesota AIDS Project not to exceed $520,000 & authorize contracts with each to implement the grant (Also in W&M).

19. Rehab Support Program-Emergency Relief Fund:
Approve an amendment to the Greater Metropolitan Housing Corporation contract to add $15,966.08 to cover the remaining amount needed for loans originated under the Rehab Support Program – Emergency Relief Fund.

21. Appropriation of NSP Funds:
Approve appropriation of NSP funds received from Minnesota Housing Finance Agency and Program Income generated by the City of Minneapolis: increasing CPED Federal Grants appropriation by $4,799,645.30 and CDBG and UDAG Fund by $37,148.29 (Also in W&M).

22. Great Streets Business District Support Contracts:
Authorize staff to negotiate contracts for business district support activities.

23. Great Streets Neighborhood Business District Eligible Areas:
Approve a pilot project expanding program eligible areas to include three community corridors and authorize staff to execute $40,000 in two Great Streets Façade Improvement Matching Grant contracts.

(May 13, 2014) Conduct on Licensed Premises Ordinance:
Public Hearing to consider ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing:  Maintenance Code, amending provisions related to conduct on licensed premises, required rental property management training and license reinstatement requirements (by Glidden).
Action Taken: None.  Proposal to be brought back at a later date.

(May 13, 2014) Mobile Healthy Food Stores Ordinance: 
Public Hearing to consider ordinance amending Title 13, Chapter 295 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Groceterias and Portable Stores, allowing mobile grocery stores to sell a larger selection of healthy foods at additional locations throughout Minneapolis (by Gordon).
