Department of Community Planning & Economic Development (CPED)

1.  LifeSource (2225 W River Rd N, 2313 W River Rd N & 70 22nd Ave N):
    Consider resolution giving preliminary & final approval to the issuance of up to $13,000,000 in Tax-exempt Limited Tax Supported Development Revenue Bonds, Common Bond Fund Series 2013, to be issued through the Common Bond Fund and designating the bonds as bonds entitled to the security provided by Ordinance No. 87-OR-084, Chapter 424, Tax Reserve and Pledge Ordinance (Also in W&M/Budget).

2.  Green Homes North Funding Awards and Land Sales:
     a) Approve award of up to $1,059,455 for development gap funding for the construction of 15 green homes on City-owned vacant lots in North Minneapolis, as submitted by four non-profit developers (Artspace Projects, Inc., Greater Metropolitan Housing Corporation, PPL Homes, LLC and PRG, Inc.) and one private developer (Peyser LLC) in response to the City’s Request for Proposals;
     b) Authorize related agreements with the selected qualified developers, including additional Green Homes North program requirements identified by the Design Review Committee;
     c) Approve the sale of the following properties to the developers & for the prices shown, subject to conditions:  1) land sale closing must occur on or before 90 days from City Council approval; 2) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director:

     d) Accept $80,000 grant from the Family Housing Fund for the Green Homes North Program and authorize agreement for the grant;
     e) Approve budget appropriations (Also in W&M/Budget).

3.  27th & Penn Ave Site:
     Approve granting of exclusive development rights to Alliance Housing Incorporated for the 5 residential parcels comprising the 27th & Penn Ave N site for 12 months with a possible extension of up to 6 months approvable by administrative action.

4.  201 Lowry Ave NE Site:
     Approve transfer of the 201 Lowry Ave NE site from First & First LLC to 201 Lowry Development, LLC & consent to the assignment and assumption of the Redevelopment Contract between the City of Minneapolis and First & First to 201 Lowry Development, LLC for the redevelopment.

5.  2013 Affordable Housing Incentive Fund (AHIF):
     Approve resolution granting approval for the Hennepin County Housing and Redevelopment Authority to provide financial assistance from the 2013 AHIF to 8 projects located in Mpls.

6.  Mpls Workforce Council:
     a)  Approve Mayoral appointments of Laura Beeth, Anahita  Cameron, Elizabeth Campbell, Christopher Ferguson, Steve Gilbertson, Todd Klingel, Ken Lundquist, Dan McConnell, Tyler Olson, Carlye Peterson, Wendie Palazzo, and Tara Watson;
     b) Approve waiver of the residency requirement for Laura Beeth, Anahita Cameron, Christopher Ferguson, Steve Gilbertson, Todd Klingel, Carlye Peterson, Tara Watson and Wendie Palazzo.

7.  South East Mpls Industrial (SEMI) Area Redevelopment Project (Boeser Site, 2901 4th St SE):
     Approve resolution to preserve the ability of the City to create a redevelopment tax increment financing district (Also in W&M/Budget).
