Department of Community Planning & Economic Development (CPED)

1.  Interchange Project:
     Consider resolution declaring a need for Hennepin County and/or its affiliated entities to undertake certain redevelopment activities in the City and approving the County’s redevelopment plan and off-street parking facilities for the Interchange project.

2.  Land Sales (2726 & 2728 Stevens Ave):
     Consider sale of properties to Whittier Alliance for $1,654 and $2,296, subject to conditions: a) land sale closings must occur on or before 90 days from date of City Council approval; b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closings do not occur on or before the closing deadline. Whittier Alliance will reimburse the City for acquisition and holding costs, plus pay the City an administrative fee of 10%. The sale conditions may be waived or amended with approval of the CPED Director.

3.  Land Sale (714 30th Ave N):
     Consider sale of property to Berean Missionary Baptist Church for $3,000, subject to conditions: a) land sale closing must occur on or before 90 days from date of City Council approval; b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

4.  CRS Housing, Inc (re Snelling Apartments Project, 2304-2218 Snelling Ave):
     Consider resolution giving final approval to the issuance of up to $8,000,000 in Tax-Exempt Multi-Family Housing Entitlement Revenue Bonds for acquisition of land & construction of a 60-unit multi-family rental housing development & facilities related thereto.

     Approve resolution giving final approval to the issuance of up to $7,250,000 in Revenue Bonds for City of Minneapolis Series 2013 Educational Facility Lease Revenue Refunding Bonds.

6.  West River Commons (4610 E Lake St):
     Approve resolution authorizing City consent to subordinate its interests and extend loan maturity dates as applicable in accommodation of HUD-insured 1st mortgage refinance & consent to assignment of the previously issued TIF Note.

7.  Greenway Heights Family Housing (vic Bloomington Ave S & N of 29th St E):
     Direct and authorize staff to either: a) continue analysis of the Greenway Heights Family Housing proposal to determine if tax increment financing (TIF) assistance is appropriate and justifiable; or b) discontinue further TIF Analysis of the project.
     If further directed analysis concludes that TIF assistance is appropriate, then staff requests authorization to negotiate the terms and conditions of a redevelopment contract and prepare Redevelopment and TIF Plans for the project as needed. All such terms and conditions, plans, and other provisions would be subject to future City Council review, discussion, and approval or denial.
