Department of Community Planning & Economic Development (CPED)

 1.  Educational Properties, Inc/Yinghua Academy (re 1616 Buchanan St NE): 
      Consider resolution giving preliminary & final approval to the issuance of up to $15,000,000 in Tax-exempt 501 (c)(3) Revenue Bonds to finance: a) the purchase price of the Facilities; b) the costs of a portion of the renovation and expansion of the Facilities; c) payment of a portion of the interest on the Bonds; d) funding a reserve fund to secure the timely payment of the Bonds; and e) payment of certain costs of issuance of the Bonds.

     Action Taken:  Postponed for two cycles (5/14/2013).

 2.  West Broadway Curve (re 1926-2022 W Broadway Ave):
      Consider resolution giving final approval to the issuance of up to $6,000,000 in Tax-Exempt Multi-family Housing Entitlement Revenue Bonds to finance the acquisition and construction of a 54-unit multifamily rental housing development.

 3.  Land Sale (2111 6th Street N, 2810 Emerson Ave N and 2605 Colfax Ave N):
      Consider sale of properties for $1.00 each to Urban Homeworks, Inc., subject to conditions: a) land sale closings must occur on or before 90 days from date of City Council approval; b) payment of holding costs of $300.00 per month per property (or portion thereof) if the land sale closings do not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

 4.  Land Sale (115 5th St NE):
      a) Consider acquisition of property from Hennepin County-Tax Forfeited Land and simultaneous disposition to DRS Investments, LLC or an affiliated entity for $90,000 plus Hennepin County and City of Minneapolis costs incurred in acquisition, holding, maintaining and administration of the property, including the City’s 10% administration fee;
      b) Authorize redevelopment contract & related documents.

 5.  Land Sale (201 Lowry Ave NE):
      a) Consider acquisition of property from Hennepin County–Tax Forfeited Land and simultaneous disposition to First & First LLC or an affiliated entity for $150,000 plus Hennepin County and City of Minneapolis costs incurred in acquisition, holding, maintaining and administration of the property, including the City’s 10% administration fee;
      b) Authorize redevelopment contract and related documents, including Term Sheet.

      Accept grant award, $75,000, from the Otto Bremer Foundation to support the STEP-UP summer youth jobs program; Approve appropriations (Also in W&M/Budget).

 7.  Penn-Broadway Mixed Use Project (2425, 2503, 2507 & 2511 Penn Ave N):
      Approve granting of Exclusive Development Rights to Lupe Development Partners, LLC for 24 months on four City-owned parcels.

 8.  Hawthorne EcoVillage (3110 & 3116 Lyndale Ave N, 617 Lowry Ave N, 3113 & 3117 6th St N):
      Approve granting of Exclusive Development Rights to Project for Pride in Living for the multi-family housing development for 12 months, with the right to a 6-month administrative extension.

      Approve a total up to $1,155,915 from the AHTF & authorize execution documents for the following AHTF loans: 1) Up to $140,962 for the Maples project, 3641-49 Elliot Ave S by CommonBond Communities; 2) Up to $306,000 for the PPL Affirmation House project, 3310 Penn Ave N & 3019 4th St N by Project for Pride in Living (PPL); 3) Up to $363,953 for the Rental Reclaim V scattered project, 2605 Colfax Ave N, 2810 Emerson Ave N, 2115 Lyndale Ave N, 2618 Dupont Ave N, 2111 6th St N by Urban Homeworks, Inc.; 4) Up to $345,000 for the West Broadway Curve project, 2022 W Broadway by CommonBond Communities.

      a) Authorize application to the Minnesota Department of Employment and Economic Development (DEED) Contamination Cleanup and Investigation Grant Program for environmental investigation and/or remediation funding for the following projects: 901 2nd St N, 2700 Hennepin Ave S, The Bridges, LifeSource, Praxis Marketplace, Shapco Printing Redevelopment, Thorp Building, & Velo Flats;
      b) Authorize application to the Metropolitan Council’s Tax Base Revitalization Account (TBRA) Grant Program for environmental investigation and/or remediation funding for the following projects: Praxis Marketplace, Shapco Printing Redevelopment, Thorp Building & Velo Flats;
      c) Authorize application to the Hennepin County Environmental Response Fund (ERF) for environmental investigation and/or remediation funding for the following projects: 6th St NE Redevelopment f/k/a Totino’s, LifeSource, The Lonoke, Mississippi Watershed Management Organization [MWMO] – Second Phase, Plymouth Building, Praxis Marketplace, Shapco Printing Redevelopment & Thorp Building; 
      d) Authorize application to the Metropolitan Council’s Transit Oriented Development (TOD-TBRA) Grant Program for environmental investigation and/or remediation work for the following projects: Plymouth Building & Shapco Printing Redevelopment;
      e) Approve resolutions authorizing submittal of applications (Also in W&M/Budget).
