Department of Intergovernmental Relations/Grants & Special Projects

1.  2013 Consolidated Plan:
     a)  Approve Plan, which is the City’s application to U.S. Department of Housing and Urban Development for 2013 Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) funding;
     b)  Direct staff to submit the Plan, which updates the Five-year Strategy 2010-14, to the HUD on April 17, 2013;
     c)  Receive & file public comments received through the public comment period & and direct staff to record comments in the 2013 Consolidated Plan (Also in W&M/Budget).

Department of Community Planning & Economic Development (CPED)

2.  Land Sale (2803 Polk St NE):
     Consider sale of property to Timothy Rysgaard and Carolyn Rysgaard for $14,100, subject to conditions:  a) land sale closing must occur on or before 90 days from the date of Council approval; b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

3.  2013 Minnesota Home Ownership Center (MHOC):
     Approve a) An exception to the procurement policy to allow the City to contract with MHOC without following an RFP process;
     b)  A contract with the MHOC, $360,000, for homeownership counseling ($95,000); foreclosure prevention counseling ($265,000); & approve the transfer of any unspent funds, if any, from their 2012 contract to this new contract;
     c)  Authorize new contract or contract extension with MHOC & authorize appropriate staff to sign the necessary documents.

4.  Classification of Tax-Forfeited Land:
     Approve resolution authorizing technical correction in resolution passed 1/25/2013, to change reference to parcels listed on the 1601 Conservation/Non Conservation list to the parcels listed on the 1624 Conservation/Non Conservation list.

5.  2013 Metropolitan Council Livable Communities Demonstration Account and Livable Communities Demonstration Account Transit Oriented Development Grants:
Approve resolution authorizing submission and priority ranking of grant applications (Also in W&M/Budget).
Staff Report:  LCDA RCA; LCDA Pre-Application GUIDE; TOD Application GUIDE; LCDA Ranking TOOL
Action Taken:  Approved, with amendment to ranking of LCDA applications as follows:  1) Commons at Penn; 2) Hawthorne Eco Village; 3) MoZaic Phase II (LCDA TOD applications concur with staff recommendations).

6.  2013 Hennepin County Transit Oriented Development Grant Applications:
     Approve resolution authorizing submission of grant applications & authorizing cooperative agreements for the County funded projects.

7.  Fulton Neighborhood Association Neighborhood Priority Plan:
     Approve Plan proposing promotional support for the Fulton Farmers Market; Authorize contracts or agreements as necessary.
