Department of Community Planning & Economic Development (CPED)

1.  Land Sale (1600 Upton Ave N):
     Consider sale of property to Urban Homeworks, Inc. for $1.00 plus reimbursement of acquisition and holding costs, not to exceed $5,000, subject to conditions: a) land sale closing must occur on or before 90 days from date of City Council approval; & b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

2.  Land Sale (216 15th Ave S):
     Consider sale of property to Heartland Seven Corners Hotel, LLC for $8,456.

3.  Cedar-Riverside Neighborhood Parking Lots B & C:
     Authorize a lease with West Bank Business Association to construct and maintain solid waste and recycling enclosures on the City-owned parking lots for five years, effective 1/1/2013.

4.  Pillsbury A Mill Tunnel System Condition Study:
     Authorize CPED staff to issue a request for proposals for professional services related to the completion of the Pillsbury A Mill tunnel system condition study.

5.  La Crèche Childcare Center (1800 Olson Memorial Highway):
     Approve restructure of 1988 loan.

6.  2012 Metropolitan Council Livable Communities Demonstration Account (LCDA) Transportation Oriented Development (TOD) Grants and Tax Base Revitalization Account (TBRA) Contamination Cleanup TOD Grants (Round 2):
     a) Accept & appropriate LCDA grants of $993,229 for Currie Park Lofts, $505,000 for Corcoran Triangle, and $1,000,000 for Mill City Quarter;
     b) Accept & appropriate TBRA TOD grants of $1,000,000 for Mill City Quarter and $548,500 for Junction Flats;
     c) Approve appropriations;
     d) Authorize execution of grant, sub-recipient, loan, subordination & other agreements to implement said grants with the Metropolitan Council, Fine Associates, Wellington, Lupe Development Partners, and Trammell Crow (or affiliated entities) (Also in W&M/Budget).
