1. Calhoun Place Housing Improvement Area:
Consider ordinance amending Title 16 of the Minneapolis Code of Ordinances relating to Planning & Development, establishing a new Chapter 421.10 relating to Calhoun Place Housing Improvement Area (within which housing improvements are to be made and financed in part from fees imposed within the area) (Also in W&M/Budget).

2. City Place Lofts (730 Hennepin Ave):
Approve resolution giving final approval to the issuance of up to $11,000,000 of Tax Exempt Multifamily Housing Revenue Entitlement Bonds & authorize necessary funding agreements with City Place Housing Limited Partnership.

Approve up to $475,722 of Fiscal Year 2012 ESG funds for the following projects: a) Up to $193,700 for Harbor Light Center by Salvation Army; b) Up to $80,890 for Families Moving Forward Day Center by Portico Interfaith Housing Collaborative; c) Up to $120,000 for St. Anne’s Place by Ascension Place; & d) Up to $81,132 for Passage Community by Simpson Housing Services.

Action Taken: Approved.
a) Accept Minnesota Housing Finance Agency (MHFA) Single Family Fall 2012 Community Revitalization Funds award, $150,000;
b) Approve appropriations;
c) Authorize grant, sub-recipient and/or disbursement and related agreements;
d) Approve contract with Greater Metropolitan Housing Corporation to allow them to administer this program on behalf of the City;
e) Approve the Rehab Support Program (Also in W&M/Budget).

a) Accept a Community Revitalization Fund award from Minnesota Housing Finance Agency, $100,000;
b) Approve Guidelines for the Minneapolis Advantage Program – CRV 2013;
c) Approve appropriations;
d) Authorize new contract with Greater Metropolitan Housing Corporation to administer the program on behalf of the City (Also in W&M/Budget).
Staff Report: Mpls Advantage Prog Funds RCA
Action Taken: Approved.
a) Accept & appropriate LHIA grants totaling $750,000 (Greenway Heights Townhomes ($300,000), Snelling Apartments ($150,000) and West Broadway Curve ($300,000);
b) Approve appropriations;
c) Authorize agreements as may be necessary to implement the grants with the Metropolitan Council, and with PRG, Inc., Seward Redesign and CommonBond Communities, and/or their related entities (Also in W&M/Budget).

a) Accept the funding award from Minnesota Housing Finance Agency, $250,000;
b) Approve appropriations;
c) Authorize agreements as may be necessary to implement the CRV grant for the Green Homes North project (Also in W&M/Budget).
