Presentation

 1.   Minneapolis Employment & Training Program (METP) Partners of the Year Awards for Program Year 2011:
       Presentation of METP Youth Program Award and Adult Program Partner Award.
Staff Report:  METP Partners Award RCA
       Action Taken:  Awards presented to East Side Neighborhood Services for "Youth Partner of the Year" and Southeast Asian Refugee Community Home (SEARCH) for "Adult Partner of the Year."

 2.   Grace Center for Community Life Project (1500 6th St NE):
       Consider resolution, giving preliminary & final approval to the issuance of up to $1,800,000 in Bank Qualified Bank Direct Tax-exempt 501(c)(3) Minneapolis Community Development Agency Revenue Bonds, Series 2012, to refinance the costs of acquisition & renovation of a building along with various further improvements thereto (Refer to MCDA Board of Commissioners).

 3.   Land Sale (1322 Washington St NE):
       Consider sale of property to Grub Guys LLC for $14,000, subject to conditions: a) land sale closing must occur no later than 4/15/2013; b) payment of holding costs of $300.00 per month (or portion thereof), if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

Consent Items

 

 5.   Green Homes North Funding Awards: 
       a) Approve award of $661,475 for development value gap funding for the new construction of 13 green homes on City-owned vacant lots in North Minneapolis, as submitted by four non-profit developers and one private developer in response to the City’s Green Homes North Request for Proposals;
       b) Authorize related agreements with the selected qualified developers, including additional Green Homes North program requirements identified by the Design Review Committee;
       c) Authorize CPED Director to waive the per-unit subsidy cap in the HOW program guidelines and make changes to the Green Homes North awards and/or other City funding, not to exceed $10,000 per property, if needed to implement enhanced quality, innovative, green design recommendations;
      d) Approve the sale of the properties identified in Item #4; 
      e) Accept grant, $200,000, from the Family Housing Fund for the Green Homes North Program and authorize agreement for the grant & approve appropriation (Also in W&M/Budget).

 6.   Metropolitan Council Tax Base Revitalization Account (TBRA) Grant Program:
       a) Accept grants for Heritage Park ($50,000), Mpls Preservation Portfolio Project ($16,300), The Commons @ Penn Ave ($22,500);
       b) Approve appropriations;
       c) Authorize grant, subrecipient and/or disbursement and related agreements (Also in W&M/Budget).

        Action Taken:  Approved.

  7.   Mississippi Locks & Dams:
        Referred direction that staff from CPED, Finance & City Coordinator report to the CD Committee in two cycles on the process of closing the Upper Harbor Terminal, which report shall include a review of the Metropolitan Council's report of the economic impact related to the closure of the lock & dam (RE&E Action 8/20/2012:  Authorized submission of comments to U.S. Army Corps of Engineers on its proposal to limit night time operating hours for locks located in Mpls on the river).
        Requested Action:  Postpone until 10/23/2012.
