Department of Community Planning & Economic Development (CPED)

 1.  Land Sale (2723 Polk St NE):
      Consider sale of property to Jim Dropps for $6,700, subject to conditions: a) land sale closing must occur on or before 90 days from the date of approval; b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

 2.  Hi-Lake Triangle Apartments: 
       a) Approve resolution approving the Hi-Lake Triangle Apartments Tax Increment Financing (TIF) Plan, Modification No. 23 to the Model City Urban Renewal Plan and Modification No. 122 to the Common Plan.  The Plans will create a new housing TIF District within the existing Hiawatha and Lake Redevelopment Project to facilitate development of 64 units of affordable senior rental housing and approximately 5,125 square feet of retail space in a new six-story building on a vacant site
       b) Approve the redevelopment contract business terms;
       c) Authorize the redevelopment & other funding agreements with Hi Lake Limited Partnership, & all other necessary documents related to the above recommended actions (Also in W&M/Budget).

 3.  Technology Drive (Marshall St NE to 37th Ave NE) Reconstruction Project No 9921:
      Approve resolution authorizing staff to apply to the Minnesota Department of Employment and Economic Development for a grant from the Innovative Business Development Public Infrastructure Program for up to half of the project costs (Also in W&M/Budget).

      Action Taken:  Approved.
 
 4.   Grain Belt 1949 Warehouse Addition:
       Provide authority to the CPED Director to execute a two-year lease to Robert Chouinard for the warehouse addition & the authority to enter into 1-year lease extensions thereafter (Also in W&M/Budget).

      Action Taken:  Approved.
 
 5.   Classification of Tax-forfeited Land:
       a)  Approve resolutions 1) Requesting actions with respect to conveyance of certain tax-forfeited land; & 2) Approving classification of certain tax-forfeited land as non-conservation & conveyance thereof;
       b)  Authorize the Mayor and the City Clerk to sign an application for title registration.

      Action Taken:  Approved, with amendment to Resolution 1 to remove 5207 Girard Ave N from list of parcels released for public auction & move to list contained on 1606 conservation/non-conservation list to be withheld from sale for six months.

 6.   Mississippi Locks & Dams:
       Referred direction that staff from CPED, Finance & City Coordinator report to the CD Committee in two cycles on the process of closing the Upper Harbor Terminal, which report shall include a review of the Metropolitan Council's report of the economic impact related to the closure of the lock & dam (RE&E Action 8/20/2012:  Authorized submission of comments to U.S. Army Corps of Engineers on its proposal to limit night time operating hours for locks located in Mpls on the river).
