Department of Intergovernmental Relations/Grants & Special Projects

 1.  2011 Consolidated Annual Performance & Evaluation Report (CAPER):
      Receive public comments on the City's performance on 2011 funding for the Community Development Block Grant, HOME Investment Partnerships, Emergency Shelter Grant & Housing Opportunities for Persons with AIDS programs; Authorize submittal to the Department of Housing & Urban Development on 8/29/2012.

Department of Community Planning & Economic Development (CPED)

 2.  Land Sale (404 31st Ave N):
      Consider sale of property to PPL Homes LLC for $2,500, subject to conditions:  a) land sale closing must occur on or before 90 days from City Council approval; b)  payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

 3.  Land Sale (2611 Lyndale Ave N):
      Consider sale of property to Metropolitan Housing Corporation for $1,000 plus reimbursement of additional acquisition and holding costs, subject to conditions:  a) land sale closing must occur on or before 90 days from City Council approval; b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

 4.  Fairview Health Services:
      Approve re
solution authorizing the execution of required documents to reallocate bond proceeds to other eligible projects for Fairview Health Services.

      Approve resolution giving final approval of up to $7,500,000 in Tax Exempt Multi-Family Housing Entitlement Revenue Bonds.

 6.  Minneapolis Common Bond Fund (CBF):
      a)  Receive & file status report; b) Direct staff to transfer up to $1.4 million of funds currently held by the CBF Trustee, Wells Fargo Bank, in the General Agency Reserve IDB-Tax-Exempt B Account to the City directed Fund 07ERZ, within the CBF accounts, to be used to support the small business assistance programs of the City; c) Approve appropriation increase by $1,400,000 (Also in W&M/Budget).

 7.  Bassett Creek Valley-Linden Yards:
      Receive & file progress report on Linden Yards strategies to maximize development.

Action Taken:  Received & filed.  In conjunction with the results of the grant study process, staff directed to discuss with 
Hennepin County the actual reality of seeing a rail layover facility in this location in the next 10 years and what possible
other alternative locations might be available for rail storage if the timeline is longer than 10 years.
