Department of Community Planning & Economic Development (CPED)

 1.  Lupe Development Partners, LLC (re Penn-Broadway Mixed Use Project):
      Grant Exclusive Development Rights for 24 months on two City-owned parcels at 2413 & 2423 Penn Ave N.

Staff Report:  Lupe Dev Rights RCA
Action Taken:  Approved.

Discussion Items


 2.  Transportation Oriented Development (TOD) Grants:
       Approve resolution authorizing submission and priority ranking of grant applications to the Metropolitan Council Livable Communities Demonstration Account (LCDA) TOD grants and Metropolitan Council Tax Base Revitalization Account (TBRA) TOD grants (Also in W&M/Budget).

Action Taken:  Approved staff recommendation on ranking of  TBRA TOD grants; LCDA TOD grant ranking recommendation amended as follows:  1) Bassett Creek Valley Predevelopment (CPED); 2) Penn & Broadway (Lupe Development); and 3) Boeser Site (Cornerstone).

3.  2% Loan Program and 2% Commercial Corridor/Commercial Node Loan Program:
      2011 year-end status report and loan portfolio and delinquency information for the 2% Loan Programs.

Staff Report:  2% Programs RCA; 2% Programs EX A; 2% Programs EX B; 2% Programs EXB2; 2% Programs EXB3; 2% Progarms EXB4
Action Taken:   Received & filed.

 4.   Land Sale (2001 Washington St NE):
        Consider approving sale of property to Greater Metropolitan Housing Corporation for $1.00, subject to conditions:  a)  land sale closing must occur no later than April 15, 2012; & b) payment of holding costs of $300.00 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director (CD Action 1/17/2012: Postponed one cycle) (CD Action Taken 1/31/2012:  Postponed to 2/28/2012).
