1. 2011 Consolidated Plan:
Set public hearing to receive comments on the Citys application to U.S. Department of Housing and Urban Development for 2011 Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG) [formerly "Emergency Shelter Grant"], and Housing Opportunities for Persons with AIDS (HOPWA). Also, the Consolidated Plan updates the 2010-2014 Five-Year Strategy.

2. Land Sale (2428 - 16th Ave S):
Consider resolution approving the sale of property to Twin Cities Habitat for Humanity, Inc. for $27,653, plus reimbursement of City acquisition transaction costs of $3,425.59 subject to conditions: a) land sale closing must occur on or before 30 days from date of approval; b) payment of holding costs of $300 per month (or portion thereof) if the land sale closing does not occur on or before the closing deadline. The sale conditions may be waived or amended with approval of the CPED Director.

3. North Loop Historical Partners, LLC (re Holden Building Multi-Family Housing Project, 607 Washington Ave N & 240 Washington Ave N):
Consider resolution giving preliminary approval to the issuance of up to $15.3 million in Tax-Exempt Multi-Family Housing Entitlement Revenue Bonds to finance the acquisition & rehabilitation of two conjoined, seven-story, office-warehouse buildings into a 120-unit multifamily rental apartment development ( CD Action Taken 2/15/2011: Continued public hearing to 3/1/2011 ).

5. Unified Affordable Housing Policy:
Approve changes to the City of Minneapolis Affordable Housing Policy from the mandatory that 20% of the units be available to households at or below 50% Metropolitan Area Median Income to the mandatory that 20% of the units be available to households at or below 60% Metropolitan Area Median Income.
