1. City’s 2008 Consolidated Annual Performance & Evaluation Report (CAPER) to the U.S. Department of Housing & Urban Development (HUD):

Receive public comments on the City’s performance on 2008 funding for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), American Dream Downpayment Initiative (ADDI), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS program (HOPWA).

Community Planning & Economic Development (CPED)

2. Urban Village Redevelopment Plan:

Consider resolution approving Modification No. 1 to the Urban Village Redevelopment Plan. The plan modification expands the project boundary to include a .75-acre site south of W 29 th St between Lyndale & Aldrich Aves S, and updates the land use map to facilitate the development of Lynlake Creative Community, a five-story new construction mixed-use project with 84 units of affordable live/work housing above retail, restaurant and community arts space ( Also in W&M/Budget

Staff Report: Urban Village RCA ; Urban Village Redev Plan MOD1

Action Taken: Approved, with the following condition: "The developer shall not seek and the City will not consider Tax Increment Financing (TIF) assistance for the proposed development on the land area of Modification No. 1."

Approve projects for TCAP and Return/Exchange Funds as follows: Audubon Crossing (Lowry Apartments)-2510 Polk St NE -$1,098,199 (TCAP Funds); Creekside Commons-5400-5412 Stevens Ave S -$1,253,590 (TCAP); Near North Recap- scattered sites North -$881,750 (TCAP Funds) & $150,516 (Return/Exchange); Clare Midtown-3105 23 rd Ave S-$150,517 (Return/Exchange).

4. Energy Efficiency Business Loan & Grant Program:

a) Authorize allocation of $15,000 for the Center for Energy and Environment (CEE) for marketing and outreach efforts & execution of contract for the partnership of the City of Minneapolis with CEE, on establishing the Energy Efficiency Business Loan and Grant Program as part of the Citys small business assistance programs; b) Approve resolution delegating authority to the Executive Director of CPED or his designee to make and execute Loan Participation Agreements and other appropriate Loan and Grant documents consistent with the Energy Efficiency Business Loan and Grant Program Guidelines ( Also in W&M/Budget
