Consider resolution giving preliminary & final approval to the issuance of up to $2,850,000 in Tax-exempt 501(c)(3) Bank Qualified Direct MCDA Revenue Bonds, Series 2009, to finance the costs for the construction of an approximately 20,000 square foot headquarters, containing office space, conference room and kitchen and storage facilities ( Refer to MCDA Board of Commissioners

3. Minnesota Home Ownership Center:

a) Approve exception to the procurement policy to allow the City to extend the contract with the Minnesota Home Ownership Center without following an RFP process;
b) Approve contract for homeownership counseling ($125,000), foreclosure prevention counseling ($385,600), & a foreclosure prevention loan fund ($50,000);
c) Authorize the extension of the contract together with the carry forward of any remaining funds covered under the 2008 contract.

4. Minneapolis Economic Recovery Strategy:

Approve resolution designating the Minneapolis Recovery Zone for purposes of utilizing Recovery Zone Bond financing in 2019 and 2010.

5. 2009 Hennepin County Transit Oriented Development (TOD) Grant Applications:

a) Approve resolution for the submission of ten applications to the Hennepin County TOD Program & authorize cooperative agreements for County funded projects;
b) Approve the City priority rankings for the 2009 TOD project proposals and direct staff to submit advisory rankings to the Hennepin County Department of Housing, Community Works and Transit ( Also in T&PW

6. Spring 2009 Environmental Remediation Grant Applications:

a) Authorize application to the Minnesota Department of Employment and Economic Development (DEED) contamination Cleanup and Investigation Grant Program for environmental remediation and/or investigation funding for the following projects: 129 Plymouth, Bystom (Phase I), CVS Pharmacy, Florence Court Apartments, Huron Flats, Parcel A, and Walker Apartments;
b) Authorize application to the Hennepin County Environmental Response Fund (ERF) for environmental remediation and/or investigation funding for the following projects: 129 Plymouth, 811-813-817 4 ^th St SE, B.F. Nelson Park, Bystrom (Phase I), Como Student Community Cooperative, CVS Pharmacy, Florence Court Apartments, Gateway Lofts, Groundwork Assessment Program, Huron Flats, (Former) Ken’s Metal Finishing, Parcel A, PPL Foreclosure Redirection Program, Re-Alliance, Stone Arch Apartments II, Walker Apartments, and West Broadway Curve;
c) Approve resolutions authorizing submittal of applications ( Also in W&M/Budget
