Community Planning & Economic Development (CPED)

1. Minnesota Department of Employment & Economic Development (DEED) Redevelopment Program Grant Awards:

a) Accept DEED Redevelopment Program grant in the amount of $204,400, for the Center for Changing Lives and LSS Park Avenue Apartments;
b) Approve appropriation & revenue budget increase;
c) Authorize grant, sub-recipient and/or disbursement and related agreements ( Also in W&M/Budget

Staff Report: Deed RCA

Action Taken: Approved.

2. Lyndale Green Project Proposal (re 610 W 28 th St):

Authorize continued analysis of the Lyndale Green project proposal; negotiate terms and conditions of a redevelopment contract with Brighton Development Corporation, or an affiliated entity; and prepare a tax increment financing plan for this project, subject to final determination of project eligibility, required reviews, public input, notices, and hearings.

Action Taken: Approved.

3. Parcel A (re northeast side of 2nd St S between 3rd & 5th Aves S):

Grant Exclusive Development Rights to Eagle Iron Partners Joint Venture, Lupe Development Partners, LLC and North First Ventures, LLC (or an affiliate), as per terms in staff report.
