Approve reserve of up to $500,000 of Capital Acquisition Revolving Fund (CARF) for CPED to acquire property in July 2008, after City Council adoption of the 38 th and Chicago Redevelopment Area Plan in June 2008.

a) Approve resolution for the submission of 14 applications to the TOD Program;
b) Approve City priority rankings for the project proposals and direct staff to submit advisory rankings to the Hennepin County Department of Housing, Community Works and Transit (

5. 2007 Affordable Housing Trust Fund (AHTF) Pipeline & Non-Profit Development Assistance Fund Project:
Approve a total of up to $1,551,293 from the AHTF Pipeline and a total of up to $15,000 from the Non-Profit Development Assistance Fund for the following projects and developers & authorize necessary documents:
a) Loan up to $275,000 from the AHTF for Alliance Addition at 724 E 17
th St by Aeon;
b) Loan up to $199,950 from the AHTF for the Blue Goose Apartments at 1819 S 5
th St, 1825 S 5
th St, 1815 S 6
th St, 723-25 – 26
th Ave, 1818 S 7
th St & 2601 S 6
th St by West Bank Community Development Corporation;
c) Loan up to $368,284 from the AHTF & grant up to $7,500 from the Non Profit Development Assistance Fund for Olson Towne Homes at 501 Girard Terrace by Community Housing Development Corporation;
d) Loan up to $199,994 from the AHTF and grant up to $7,500 from the Non Profit Development Assistance Fund for Park Plaza at 505–527 Humboldt Ave N & 1315 Olson Memorial Hwy by Community Housing Development Corporation;
e) Loan up to $508,065 from the AHTF for Van Cleve West at 919 12
th Ave SE by Project for Pride in Living, Inc.
