ePlan (ProjectDox) electronic plan submission will unavailable starting at 4 pm on Friday, May 3, 2019 as we update system software. What is ePlan?
Electronic plan submission or ePlan was rolled out by the City of Minneapolis in November of 2016. ePlan enables development plans and related documents to be submitted through the City’s website using a software called ProjectDox. Once received the development plans and documents will be reviewed online by multiple City staff at the same time. This may save you multiple trips to meet with staff in-person.

How to use ePlan
- Submit application: for all other application types, please submit your application in person at Minneapolis Development Review Customer Service Center
- Upload plans
After you submit your application, you will receive an email invitation from the City of Minneapolis. This email will provide directions on how to access ePlan, how to name files, identify supported file types, and upload plans and documents.
Note: You will be provided a link and required to install ProjectDox on your computer to ensure the application functions properly. Use Internet Explorer 11 for best results.
- Review plans
Wait for your plans to be reviewed (general review time is 5-15 business days). City staff will contact you via email or phone to discuss required plan or document changes and review status.
- Resubmit plans
You may be required to make adjustments to your plans and resubmit them via ePlan.
- Plan approved
Once your plans have been approved, you will need to pay permit fees to complete the process
