Frequently Enforced Ordinances

Listed below are examples of City of Minneapolis ordinances that are frequently enforced.

Litter Within 100 Feet of Business

Minneapolis Code of Ordinances Chapter 259.125, also known as the Business Premise Maintenance Code, requires all licensed businesses in the City of Minneapolis to regularly remove all litter and debris from the areas of the business premise and all other property within 100 feet of the business premise property lines. Please remove litter and debris from the property on and near your business on a regular basis. Future violations may result in the issuance of fines and or citations.

Allowing Grafitti

Licensed businesses must comply with the exterior maintenance standard of Chapter 85.100 of the Minneapolis Building Code; the exterior of the premises shall be maintained free of public nuisances. The Minneapolis City Council has declared graffiti a public nuisance. Remove all graffiti by the date specified. Noncompliance with this order, or future violations of this nature, may result in a citation or the loss of business license privileges.

Offensive Conditions and Weeds

Minneapolis Code of Ordinances Chapter 227.90, states the following are not permitted on your premises; Noxious weeds, dirt or rubbish, or any swill, offal, garbage (except in authorized containers), ashes, barnyard litter, manure, yard cleanings, dead animals, inoperable vehicles as defined in the Zoning Code, or any other foul or unhealthy material, or any other condition in such a manner as to constitute a nuisance.

Weeds or grass growing to a greater height than eight (8) inches or which have gone or are about to go to seed are a nuisance condition and are therefore not permitted. You are required to remove the offensive or nuisance condition by the date specified. Noncompliance with this order, or future violations of this nature, may result in a citation or the loss of business license privileges.

Dumpster and Dumpster Enclosure Requirement

Minneapolis Code of Ordinances Chapter 259.125 of the governing licensed businesses states: All solid waste and recyclable materials shall be stored in refuse containers made of metal or approved plastic and shall be equipped with secure lids or covers, and such covers shall remain closed so as to prevent the intrusion of stormwater or vermin. Refuse storage containers shall be enclosed on all four (4) sides by screening compatible with the principal structure and not less than two (2) feet higher than the refuse container, or shall be otherwise effectively screened from the street. Chapter 225.40 mandates that the containers be emptied and cleaned as often as may be necessary to prevent the containers or the contents from becoming a nuisance.

Non-Working Surveillance Camera

Minneapolis Code of Ordinances Chapter 259.230 requires convenience type businesses to provide surveillance cameras. Cameras...shall be maintained in proper working order at all times during all hours of operation of the business. Said establishments shall post a conspicuous sign which states that the property is under camera surveillance.

Windows Blocked in Excess of 30%

Minneapolis Code of Ordinances Chapter 543.350 Window signs states window signs shall be allowed, provided that such signage shall not exceed thirty (30) percent of the window area, whether attached to the window or not, and shall not block views into and out of the building at eye level. Window signs shall be included in the calculation of the total permitted building sign area, except as provided for temporary signs in section 543.330.

License Posting Requirement

Minneapolis Code of Ordinances Code 259.135 requires a business license certificate to be posted on a wall of the business, clearly visible to customers and inspectors.

Snow Removal

Minneapolis Code of Ordinances Chapter 445.40 requires every licensed business for which a curb cut or driveway over a public street or boulevard or other public way is required, shall keep and maintain the driveway leading into the business, and the public sidewalk immediately adjoining the business, free and clear of all snow, ice and other debris. In addition to any and all other penalties, failure to comply with the provisions of this chapter shall be grounds for the revocation of the license or permit of the person violating the terms of this chapter.
