Performance management begins with each employee establishing work expectations, which form the basis for ongoing performance conversations and feedback, as well as the basis for the annual performance appraisal.  Work expectations define what an employee needs to achieve during the year and how it will be measured.

Setting employee work expectations is best done collaboratively between supervisor and employee. This allows for differing perceptions of responsibilities, priorities, etc. to be addressed and clarified. Of course, it is the role of the supervisor to ultimately approve work expectations.Employees should work with their supervisor to determine the expectations and major outcomes of their job
