Instant Runoff Voting Implementation Update #5

On Thursday, February 28, 2008, the Elections Committee of the City Council was convened to receive reports from the Secretary of States Ranked Choice Voting Issues Group. The reports, along with a PowerPoint presentation are attached to this update. The draft bill referred to in the Legislation and Rules Committee report was introduced to the legislature on February 14th as HF3006. A link to the bill is also attached to this update. The RCV Issues Group may be reconvened to continue their work at a later date. No additional meetings of the Issues Group are scheduled at this time.
Following the presentation, staff received direction to provide information regarding a request for proposal process to acquire a voting equipment system for the City of Minneapolis. Staff will present the information to Council at a subsequent Elections Committee meeting scheduled for Friday, March 7 th at 10:00 a.m. in the City Council Chambers.
At the regular City Council meeting of February 29 th, Council Member Glidden introduced the following:
Notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 8.5 of the Minneapolis Code of Ordinances relating to Elections by amending Chapter 167 to read "Municipal Elections; Rules of Conduct (establishing rules for counting ranked choice voting elections).
