Public Art Policies and Procedures
In 2001, the Minneapolis Arts Commission and the Public Arts Administrator created a multi-phase policy development plan. Since then, the City Council and Mayor have approved comprehensive public art policies in a number of areas, including:
- Definitions
- Purpose, Values and Goals
- General Policies
- Responsibility, Authority and Partners
- Project and Site Selection
- Project Development and Design Review
- Artist Selection
- Public Education
- Conservation Treatment and Maintenance
- Gifts and Loans
- Encroachment Permits
- Deaccession and Removal
- Community Engagement
These policies and procedures were developed by the Minneapolis Arts Commission’s Public Art Advisory Panel which includes representatives from a variety of City departments, prospective partners, artists and other constituents. In making policy recommendations, this committee reviewed related City policies and policies from other cities and sources. The Arts Commission also held a number of public meetings on related topics to gather public input.

Public Art Plans exist for two key areas in the City: The Midtown Greenway (and a 2006 review and update) and Heritage Park. The Minneapolis Plan for Arts and Culture calls for the City to establish a ten-year plan for priorities and locations for public art. To that end, in 2007 the Public Art Advisory Panel will be considering a process for creating such a plan.
