2007 Affordable Housing Trust Fund Pipeline Program (AHTF)

The AHTF Pipeline Program provides gap financing for affordable and mixed-income rental housing, housing production and preservation projects. AHTF Pipeline Program funds are offered through a periodic competitive RFP process that is generally coordinated with Minnesota Housing Finance Agency RFPs. The purpose of this program is to finance the production and preservation/stabilization of affordable and mixed-income rental housing projects in Minneapolis. There is approximately $2.0 million available. Proposals are due at 4:00 p.m., CDT, on Friday, February 22, 2008.

METP 2008 Special Youth Initiatives

Minneapolis Employment and Training youth programs is seeking experienced employment and training vendors to develop employment opportunities for Minneapolis youth, age 14-21, during the summer of 2008. Proposers must select one or more of the seven "Categories of Service" and respond to the RFP questions accordingly. Deadline: Friday, Feb. 8, 2008 b y 4 p.m.

Façade Improvement Program administrators

The City of Minneapolis is seeking proposals from organizations to administer a faade improvement matching grant program, which is part of its Great Streets Neighborhood Business District Program. Deadline: Feb. 19, 2008 by 4 p.m.

Parcel A

The City of Minneapolis is seeking proposals for the purchase and potential redevelopment of Parcel A in the rapidly developing Mill District in downtown Minneapolis. This site, which is currently being used for parking, is among the last City-owned parcels in the area available for development. It is located on the northeast side of Second Street South between Third and Fifth avenues South. Deadline: Feb. 22, 2008 4 p.m.

2007 Emergency Shelter Grant Program Funds

The City of Minneapolis is seeking funding proposals to renovate, rehabilitate, and convert buildings for use as emergency shelters or transitional housing for people who are experiencing homelessness. Requests for proposals are due at 4 p.m., Thursday, Jan. 3, 2008.

Non-Profit employers for STEP-UP Youth jobs program

STEP-UP for 14 & 15 Year Olds is an employment and training program for economically disadvantage and at-risk youth who reside in the City of Minneapolis.Jobs are provided by local non-profit agencies that apply, through a competitive process, to provide learning rich job experiences for summer 2008. Responses to the RFP are due on or before 4 pm Jan. 4, 2008.

824 Hennepin Avenue

The City of Minneapolis is seeking proposals for the purchase and potential redevelopment of 824 Hennepin Avenue in the heart of the entertainment district in Downtown Minneapolis (also know as Hennepin Stages, Hey City Theater, Hirschfields Paint). Proposals are due by Wednesday, Nov. 21, 2007 at 4 p.m.

Great Streets RFP (Business District Support Programs)

Contracts for business district support activities - the City has issued a request for proposals for business district activities that support the economic vitality of entire business districts, including market studies, retail recruitment initiatives and marketing efforts, through a competitive RFP process. Proposals were due by Oct. 8, 2007

The City received 21 proposals totaling $596,170 ($250,000 is available). Staff will review and evaluate the proposals and make funding recommendations to the City Council in November or December.

Minneapolis Employment and Training Program RFPS

The Minneapolis Employment and Training Program (METP) provides employment programs in Minneapolis that specialize in job training and placement services that lead to economic self-sufficiency.

54th and Riverview Road

The City of Minneapolis is seeking development proposals for property near 54th and Riverview Road. The development objective for the area is medium-density, mixed-income housing, with a preferred outcome of age-restricted senior housing (rental and/or ownership). Proposals are due by Friday, Aug. 31 at 4 p.m.

Low-Income Housing Tax Credits (LIHTC)

CPED is a suballocator of Low-Income Housing Tax Credits (LIHTC) for the state. Tax credits are offered through an annual RFP process pursuant to the Qualified Allocation Plan.

Proposals are due annually.

Affordable Ownership Housing Development Program
The purpose of this program is to assist developers in the rehabilitation and construction of new single-family, duplex or multi-unit housing for owner-occupancy, including limited equity cooperatives. The program funds will assist housing developments with long-term or perpetual affordability mechanisms. There is approximately $1,000,000 available. Proposals are due at 4:00 p.m., CDT, on Thursday, July 12, 2007.

2007 Emergency Shelter Grant Program (ESG)
ESG funds may be used to renovate, rehabilitate, and convert buildings for use as emergency shelters or transitional housing for people who are homeless. There is approximately $565,000 available. Proposals are due at 4:00 p.m., CDT, on Thursday, July 12, 2007.

Housing Opportunities for Persons with HIV/AIDS Program (HOPWA)
The HOPWA program provides funding resources for not-for-profit organizations and government housing agencies to provide housing options and services for persons living with HIV/AIDS. There is approximately $808,000 of program funding available for 2007. Proposals are due at 4:30 p.m., CDT, on Friday, July 6, 2007.

Please be aware that the Emergency Shelter Grant (ESG), Affordable Ownership Housing Development, and HOPWA RFPs have specific program materials and application requirements. Prospective applicants pursuing ESG, Affordable Ownership Housing Development, or HOPWA funds need to review those specific program materials.

Capital Acquisition Revolving Fund

CPED is seeking nominations for a new acquisition assistance funding source for development projects located on commercial and transit corridors and at commercial nodes.

Higher Density Corridor Housing Initiative

CPED is seeking nominations for projects to include in its new Higher Density Corridor Housing Initiative. The program provides a new funding source for public acquisition of sites for multifamily housing development on or near community, commercial and transit corridors. CPED is seeking suggestions for sites to consider for this program.
