The City of Minneapolis is soliciting land acquisition proposals for the Metropolitan Council’s Hiawatha Light Rail Transit (LRT) Land Assembly Fund. The Metropolitan Council (METC) has received a federal grant to assist compact, mixed-use, pedestrian and transit-oriented development (TOD) projects located within 1,500 feet of Hiawatha LRT transit stations. Hiawatha Land Assembly funds must be spent on the purchase of one or more properties for the purpose of developing TOD projects. There are approximately $3.5 million dollars available to support approved projects. Funded acquisition projects will require at least a 20% match.

The Metropolitan Council will make the final decision to award Land Assembly funds available under this program. Funds will be made available at the time of closing on the property. Closing on the property must occur AFTER the award of funding by the METC (approximately March 2006) and BEFORE March 31, 2007. Development of the property must begin by March 31, 2009. Should a funding recipient fail to close on the properties or fail to initiate development of the property by the above dates, the Metropolitan Council reserves the right to withhold funding or to require the pay-back of the land assembly funds.

The City of Minneapolis is eligible to submit applications for this program and is seeking applications from private developers for TOD land assembly projects. The City may also submit applications for its own TOD Land Assembly projects. City staff will evaluate submitted proposals and make recommendations to the Minneapolis City Council on applications to submit to the Metropolitan Council. Proposals will be evaluated by City staff utilizing the METC program criteria, in addition to other criteria including consistency with the Minneapolis Plan, adopted LRT Station Area Master Plans, and City housing and economic development policies. Proposals for TOD property acquisition that include significant private funding and evidence of site control (option, purchase agreement, etc.) will be ranked more favorably.

Proposals are due in city offices no later than 4 p.m. local time on Thursday, November 10, 2005.

Applicants should submit six (6) copies of their completed applications to the City’s Community Planning and Economic Development (CPED) Department. Faxed or electronic applications will not be accepted. Late applications will not be accepted. The City has the right to reject any and all applications. Please deliver or mail applications to:
