Bassett Creek Valley 2010 Update Information
The Minneapolis City Council will be considering a staff report in March granting Ryan Companies exclusive development rights on Linden Yards West and related topics. Considerable research has been done in the past year regarding the potential relocation of public works operations from the Impound Lot and Linden Yards, case study examples of potential alternative sites with cost estimates, and the independent appraisal of fair market value for the city owned land. Five sites were identified following collaboration from planning staff. The sites selected for study were a) currently zoned industrial, b) not designated for another future land use, and c) not in an area identified for higher level industrial uses and job creation. Ease of access to the sites was also considered. As the City is not currently in the position to acquire alternative property, the search was not exhaustive. The primary purpose of the study was to assess potential costs. Any final plans would require approval by the Planning Commission.

Appraisal of City-owned Land

An appraisal was prepared in August 2009 based on Ryan’s proposed redevelopment plan including office and housing development phased between 2011-2020. Revised value conclusions were provided on October 1, 2009 based on updated infrastructure development costs provided by SEH (Ryan’s engineering firm) following independent review by TKDA (City’s consultant).
