North Loop Small Area Plan

Approval Process

The North Loop Small Area Plan was forwarded by the City Planning Commission to the City Council Zoning and Planning Committee for approval on March 8, 2010. The document, with amendments, received full approval from the Minneapolis City Council on April 16, 2010. The City Council also directed staff to begin work on a rezoning study for the area; information on the Downtown Rezoning Study is available online. The final adopted version of the plan is available below.

A Supplement to the Downtown East/North Loop Master Plan

The Downtown East/North Loop Master Plan , adopted in 2003, provides policy guidance for the area surrounding the Hiawatha LRT line within Downtown with a special focus at the Downtown East and multi-modal transit stations. The plan includes recommendations for land use, infrastructure, transportation, parking, urban design, and streetscape. One major way the plan has been implemented since its adoption was with a large-scale rezoning in 2006 to encourage the type of transit-oriented development desired in the areas around the transit stations.

While the Twins Ballpark (Target Field) location was highlighted as a potential site in the plan, its future was still uncertain. Now that the ballpark is on track to open in 2010, Northstar Commuter Rail is opening in 2009, Central Corridor Light Rail Transit has a more certain future, the Southwest Transitway will make an alignment decision in 2009, and Bottineau Boulevard will likely run BRT or LRT into Downtown, more detailed analysis is warranted to be prepared for the likely market demand in the North Loop neighborhood.
