Introduction of Ordinance
Notice of intent
When to use: A proposed ordinance amendment is being recommended by a Council Member who asks the City Attorney to prepare a draft.
Procedure: Provide a brief description of the ordinance amendment to the Council Committee Coordinator by Wednesday morning of Council week for inclusion on the Council agenda.
Example: New Business. A Council Member gives notice of intent to introduce an ordinance at the next regular meeting of the City Council (description of amendment).
Renew notice of intent
When to use: The proposed ordinance has not been drafted; notice of intent was given at a previous Council meeting.
Procedure: Renewal of notice is included on the Council agenda until the proposed ordinance is provided to the Council Committee Coordinator.
Example: Unfinished Business. A Council Member renews notice of intent to introduce an ordinance at the next regular meeting of the City Council (description of amendment).
Pursuant to notice of intent
When to use: The proposed ordinance is available; notice of intent was given at a previous Council meeting.
Procedure: Provide the Council Committee Coordinator with the proposed ordinance and the name of the Committee to which the ordinance is being referred, along with a brief description of the amendment by Monday morning of Council week for inclusion on the Council agenda.
Example: Unfinished Business. Pursuant to notice, a Council Member offers an ordinance amending Title 20, Chapter 520, of the Minneapolis Code of Ordinances relating to Zoning Code: Introductory Provisions, for first reading and referral to the Zoning and Planning Committee (description of amendment).
Unanimous consent
When to use: The proposed ordinance is available and is to be introduced for the first and second readings for amendment and passage at the same Council meeting.
Procedure: Provide the Council Committee Coordinator with the proposed ordinance along with a brief description of the amendment by Monday morning of Council week for inclusion on the Council agenda. If the proposed ordinance is more than five pages, the Council Committee Coordinator must receive the proposed ordinance by Monday the week of the Council meeting.
Example: New Business: a Council Member asks unanimous consent to introduce an ordinance amending Title 20, Chapter 520 of the Minneapolis Code of Ordinances relating to Zoning Code: Introductory Provisions, for first and second reading for amendment and passage (description of amendment).
