Civilian Review Authority Board

About the CRA Board

Until replaced by the Police Conduct Review Panel in 2012, the Civilian Review Authority Board heard complaints of allegations of police misconduct once an investigation had been completed by the Civilian Review Authority staff. The Board used the City's open appointment process with the Mayor appointing five members, and the City Council appointing six members. The standard term of appointment was four years. Minneapolis residency was a requirement to be considered for appointment.

The Board had regular meetings, scheduled for the first Wednesday of every month at 6:00 p.m. in Room 241 of City Hall. All meetings were open to the public unless a closed session was called, pursuant to state law.

CRA Mission Statement

The Minneapolis Civilian Police Review Authority Board are citizens of Minneapolis appointed by the Minneapolis City Council and Mayor to fairly, objectively and independently consider complaints of misconduct by members of the Minneapolis Police Department, and to issue recommendations based on investigation findings and evidence to promote the adherence to the highest standard of police conduct and to foster mutual respect between the Minneapolis Police Department and all the populations of the city of Minneapolis.
