The Small & Underutilized Business Program encourages and fosters the economic development and expertise of small business, including those owned by women or minority persons, by addressing barriers to their success and promoting their opportunity to participate in the commerce of the City of Minneapolis.

And it is also the policy of the City of Minneapolis to provide small businesses, including women or minority owned businesses, with access to city business opportunities, including the procurement of goods, materials and services; and construction and economic development projects.
