Traffic Safety Improvements

The City of Minneapolis will complete traffic signal and pedestrian ramp improvements at various intersections in the 2018 construction season. The improvements are broken down into three programs below.

2019 Traffic Safety Improvement Details

2019 Locations

Project Description

This project consists of both signalized and non-signalized intersections. All locations will be upgraded to new American Disabilities Act (ADA) compliant pedestrian ramps. The existing traffic signal systems will also be upgraded to include accessible pedestrian signals (APS), countdown pedestrian timers, and overhead mast arm signals.

Project Locations and Schedule

  • Como Av at  12th Av, 13th Av, 14th Av, & 15th Av; ped ramp improvements on the north side starting in spring 2019
  • 7th St at 9th Av, 10th Av, & 12th Av and 8th st at 13th Av; ped ramp improvements starting in spring 2019
  • 8th St at 9th Av & 11th Av and 14th St at 11th Av; signal and ped ramp improvements starting in spring 2019
  • 6th St at 5th Av & Portland Av; signal and ped ramp improvements starting in fall 2019 (coordinated with Thrivent development)
  • Franklin Av at 22nd Av, 26th Av, 27th Av, & 31st Av; signal and ped ramp improvements starting in fall 2019 (will likely extend into 2020)
  • Plymouth Av at Logan Av and Emerson Av at 16th Av; signal and ped ramp improvements starting in fall 2019

Traffic Impact

Pedestrian access will be maintained during construction.  The 6th/7th/8th street locations are coordinated with other downtown projects as best as possible and will be closely monitored to minimize increase in congestion.

Penn Ave Traffic Improvements

Project Description:
This project consists of upgrading the existing traffic signal systems to new American Disabilities Act (ADA) compliant pedestrian ramps with accessible pedestrian signals (APS), countdown pedestrian timers, and overhead mast arm signals.

Project Locations:

  • Penn Ave / Oak Park Ave
  • Penn Ave / 12th Ave 
  • Penn Ave / 16th Ave 

Traffic Impact:
Segments of Penn Avenue will be closed from 8th Avenue to Golden Valley Road for traffic signal and pedestrian improvements at the three intersections. Through traffic and truck traffic will be detoured to Lyndale Avenue.

Construction Start Date:
Week of September 17, 2018

Duration of Construction:
Road closures will last approximately 1 month to perform all underground work, then Penn Avenue will open to traffic with stop signs at the three intersections (Oak Park Avenue, 12th Avenue, and 16th Avenue) while the new traffic signal equipment is being installed.

Coordination with C-Line BRT:
City staff are collaborating with Metro Transit to best coordinate this work. Underground work will be performed utilizing the C-line contractor to efficiently coordinate work and detours with C-line. Remaining traffic signal tasks will be performed with City crews. Spring Traffic Signal and Ramp Improvements

Project Description:
This project consists of upgrading the existing traffic signal systems to new American Disabilities Act (ADA) compliant pedestrian ramps with accessible pedestrian signals (APS), countdown pedestrian timers, and overhead mast arm signals.

Project Locations:
The following six signals will begin construction on April 30, 2018. Signals will remain operational with a temporary system during construction.

  • 7th St / 3rd Ave
  • 7th St / 5th Ave
  • 7th St / Portland Ave
  • 7th St / Park Ave
  • 7th St / Chicago Ave
  • 7th St / 11th Ave S

Traffic Impact:
Pedestrian access will be maintained during construction. At least two vehicle lanes will be maintained throughout the project. Traffic staff are closely monitoring any increase in congestion due to the project.

2018 Construction Season

Duration of Construction:
Construction is anticipated to be complete by mid-August.

Coordination with C-Line BRT:
City staff are collaborating with Metro Transit to best coordinate the City's traffic signal project with the C-Line Bus Rapid Transit project. The C-line project is constructing two station platforms downtown at 7th Street & Park Avenue and 7th Street & 4th Avenue. Their contractor began working on April 17, 2018.
