4th Street North & South Reconstruction

Design and engineering for the 4th Street Reconstruction Project is near completion. Utility work is underway now and roadway construction is anticipated to begin in Spring of 2020. The project will include reconstruction of 4th Street, from 2nd Avenue North to 4th Avenue South, in order to:

Project Details


The City of Minneapolis will be reconstructing 0.6 miles of 4th Street between 2nd Avenue North and 4th Avenue South, and roadway reconstruction is anticipated to begin in Spring 2020. Utility work is underway in advance of the roadway reconstruction and is scheduled to occur until Summer 2020. 

The scope of the project will encompass the entire right-of-way and include full removal of the existing street, subgrade correction, new pavement, curb and gutter, driveways, curb extensions, sidewalk as needed, utility work as needed, pavement markings, signals, and signage. The project will also include streetscape improvements including trees planted in the boulevard, where feasible, and pedestrian-level lighting.

The project is currently in the design and preconstruction phases, which will be accompanied by community outreach activities to inform and guide the design concepts and to provide the public with information on project schedule and staging. The Final design for 4th Street is anticipated to be approved in Summer 2019.

Winter 2018-2019: Detailed design & engineering

Summer 2018 to Summer 2020: Utility work

Spring 2020 to Fall 2021: Construction begins

April 13, 2017: Final City Council Layout Approval

March 3, 2017: A project survey is now available to collect additional public input. Please share your ideas by taking this survey.

February 15, 2017: The materials presented at the February 13, 2017 open house have been posted in the Project Documents section.

February 3, 2017: The project team has been meeting with property owners and other key stakeholders over the past month, and is hosting a public Open House on February 13, 2017 between 4:00-6:00 p.m. at the Minneapolis Central Library, 300 Nicollet Mall, Doty Board Room. There will be a short presentation at 4:30 p.m.

January 6, 2017: The project was presented to the Bicycle Advisory Committee Engineering Subcommittee on Tuesday, December 13, 2017 between 4:00-6:00 p.m. at the Colonial Warehouse Building, 212 3rd Avenue North, Suite 404 and the Pedestrian Advisory Committee, Infrastructure & Engineering Subcommittee on Thursday, December 15, 2017 between 4:30-6:00 p.m. at Minneapolis City Hall, 350 5th Street South, Room 212.
