Riverside Ave Paving

Project Type:
The proposed one mile long project will reconstruct Riverside Ave between Cedar Ave and Franklin Ave. Riverside Ave, which was constructed in the late 1950's, supports approximately 15,000 vehicles per day. This high volume of traffic has taken its toll on this MSA roadway, which has many ruts and potholes. The objective of this project is to reconstruct Riverside Ave in two phases. One phase would be Cedar Ave to 23rd Ave S, and the second phase from 23rd Ave S to Franklin Ave.

The current pavement is over 50 years old, and showing signs of severe deterioration and is at the end of its service life. Because of its poor condition, this roadway is using a significant amount of our limited maintenance dollars. In addition, with the construction of the Central Corridor LRT, and the resulting closure of Washington Ave, we are expecting traffic to increase as Riverside Ave becomes a vital link in this area.

Project Limits:
The project is located in south Minneapolis on Riverside Ave between Cedar Ave and Franklin Ave.

Construction Start Date:
The project is scheduled for 2011 and 2012. The 2012 road construction will begin in late May, and work will extend into November. See the Project Updates below for more details.

Length of Construction:
The Riverside Ave construction for 2011 from the south leg of 23rd Ave S to Franklin Ave is complete. The 2012 construction will extend from Cedar Ave to the south leg of 23rd Ave S.

Traffic Impact:
General traffic will be rerouted around the construction. Riverside Ave will be closed while under construction and through traffic will not be permitted. Cross traffic will be maintained on 20th Ave S, but may be limited to one lane during construction. A flyer depicting the general detour route is posted below. Stage 1 is underway. Stage 2 will start approximately May 7th, and Stage 3 will start approximately late September. All schedules are dependent on weather and other factors. Information on traffic changes will continue to be posted on the project web site.

October 24th, 2012:
There will be short term utility work at former 24th Ave S that will close east bound Riverside. The work is planned to occur, weather permitting, between October 31st and November 2nd. A detour flyer showing the detour route is found on the following link.

Riverside Ave is reopened between Cedar Ave and 20th Ave S. Though traffic flow is allowed, the area is still under construction so please be aware of construction personnel and short term detours. Stage 3 is planned to start on September 10th

Major construction activities have started for the 2012 construction season on Riverside Ave between Cedar Ave to 23rd Ave and on 8th St S. Traffic lanes will be adjusted to accommodate the construction and will not follow the standard lane striping. Please observe all posted detour routes and warning signs. Riverside Ave is operating under the 2012 Stage 2 Construction detour routes. (See link)

PLEASE BE AWARE: Construction personnel will be present and working hard to complete their work quickly and efficiently as possible. Though there will be traffic lanes present, it is a construction zone. Please be alert and drive slowly so that everyone can go home safely.

Last Week: (10/08):

Construction continued between 22nd Ave S and 23rd Ave S consisting of paving activities.

Construction of traffic control infrastructure and street lighting continued between 19th Ave and 22nd Ave S.

The stormwater pond construction continued at the 8th St S and Riverside Ave intersection including final grading and landscaping.

Construction is planned to continue between 22nd Ave S and 23rd Ave S, focusing on asphalt paving. The final wear course is planned between 20th Ave S and 22nd Ave S on October 19th, weather permitting. RIVERSIDE AVE S WILL BE CLOSED OCTOBER 19TH BETWEEN 20TH AVE S AND 22ND AVE S FOR ONE DAY TO PLACE THE FINAL ASPHALT LAYER. The roadway will reopen as soon as possible on Friday afternoon.

This Week: (10/15):
Construction of traffic control infrastructure and street lighting is planned to continue between 19th Ave and 22nd Ave S.

The stormwater pond construction is planned to continue at the 8th St S and Riverside Ave intersection including final grading and landscaping.

Next Week: (10/22):

The majority of the paving activities are completed for the project. Traffic flow is planned to be reopened for the full length of the project. Detour routes will be removed and traffic will revert to pre-construction operation. Short term traffic interruptions will still occur as part of the finalization of the project.

Construction of traffic control infrastructure and street lighting is planned to continue between 19th Ave and 22nd Ave S.

Tree planting media (i.e., black dirt) is placement is planned to start this week. Placement of sod is expected to follow these areas.

Sidewalk construction is planned for the north side of Riverside Ave between 20th Ave S and 21st Ave S and 22nd Ave S and 23rd Ave S.

***TRAFFIC NOTES***

The Riverside Ave S closure between 20th Ave S and 22nd Ave S, planned for today, has been moved to tomorrow, October 20th , due to weather. Major construction activities are COMPLETE for the 2012 construction season on Riverside Ave between Cedar Ave to 23rd Ave and on 8th St S. There will still be intermittent lane closures and short term detours for the remaining work. Please observe all posted detour routes and warning signs.

East bound Riverside Ave at the former 24th Ave S (University of Minnesota Amplatz Children’S Hospital emergency entrance) is planned to be closed October 31st to November 2nd for a utility connection. West bound traffic Riverside Ave will be open. Access to the University of Minnesota Amplatz Childrens Hospital Emergency Entrance will not be closed.

The intersection of Butler Pl and Riverside Ave is planned to be closed October 27th and 28th for mill and overlay. The west bound I-94 exit at Riverside Ave will be closed during this work. Please use the Cedar Ave exit to access the area.

***OTHER CONSTRUCTION ACTIVITIES***

The final asphalt layer between 20th Ave S and 23rd Ave S was constructed and Riverside Ave was reopened to traffic. This concludes the major paving activities; however, as indicated above, some paving activities are still planned.

Construction of traffic control infrastructure and street lighting will continued between 19th Ave and 23nd Ave S.

Sidewalk construction and boulevard turf establishment is ongoing and expected to be completed in the next two weeks.
